PURPOSE: To continue contractual arrangements with Orange/Chatham Alternative Sentencing for
the implementation of the Pre-Trial Release Program.
BACKGROUND: In FY 1995-96, Orange County initiated a pre-trial release program funded by the
NC Criminal Justice Partnership Program. The pre-trial release program is implemented through a
contractual agreement with Orange/Chatham Alternative Sentencing. The purpose of the program is
to expedite the pre-trial release of certain low-moderate risk offenders prior to trial; thereby relieving
jail crowding and enhancing the management of that limited resource.
During its first year of operation, the program facilitated 1899"release days" for defendant's awaiting
trial; thereby saving Orange and Chatham Counties $94,950.00. (Release days are calculated as
prescribed by the Criminal Justice Partnership Board. The totals for"releasable days" are figured
from the day the defendant is released to the program until the day the court case is heard and a
judgment on the matter is rendered. Release days are calculated at a cost of $50.00/day -the cost to
house an inmate in jail.)
2
The following statistics also reflect FY 1995-96 program operations:
• Total Number Inmates Interviewed: 1,404
• Total Number Released with Program Supervision: 29
• Total Number of Released Unsupervised: 26
• Return to Court Rate: 83%
The Orange/Chatham CJPP Advisory Board has approved an increase in the program's budget of
$15,000 to provide an evaluator for Chatham County as the need arises. Currently, staff includes 1.5
FTE's for program operations in both counties.
The attached contract with Orange/Chatham Alternative Sentencing, in the amount of$70,000
provides for continuation of the pre-trial release program for this multi-county effort.
RECOMMENDATION(S): The Manager recommends that the Board approve the contract and
authorize the chair to sign.
