BACKGROUND: On April 1, 1996, the Board approved a request from the Community School to construct a 2, 150 square feet building addition to the Northside Multipurpose Center located on Caldwell Street in Chapel Hill. Since April,the cost of the expansion project has increased beyond the Community School's budget. The additional cost is the result of parking lot improvements required by the Town of Chapel Hill. On October 1, 1996, the Board requested staff to review the design and estimated cost of the building addition,paving the parking lot and other improvements required by the Town. The County engineer has met the project architect and Community School Director. The design and estimated cost are appropriate for this project. Also, the facility improvements will increase the number of daycare spaces and expand the parking lot used by county employees and citizens visiting the Northside Multipurpose Center. (Please refer to the architect's cost estimate attachment.) RECOMMENDATION(S): The Manager recommends that the Board appropriate $15,000 from the Commissioners' contingency to fund the facility improvements at the Community School for People Under Six and encourage the Town of Chapel to match the county contribution. We understand that this item will be on the Town Council's Agenda on October 16th. Box 633 Chapel Hill, N.C. 27514 RE: Community School for People Under Six Zoning Compliance Permit (File # 84.J.3) Dear Ms. Mercer-McLean Town Manager Cal Horton has asked me to respond to your letter of June 10, which requests waiver of zoning requirements. I am sorry to report that, after inspecting the site and discussing the request with the Town Manager and key Town staff, we cannot offer you the relief you are seeking. In your letter you refer to our approval of your application for a Zoning Compliance Permit. That approval contained conditions, including requirements to: Pave your existing parking lot; Indicate how the parking lot will be screened and shaded; - Provide a dumpster pad; and - Provide a five-foot planting strip between the building and parking lot. With this letter we are reiterating those requirements, along with the other conditions noted in a May 9 letter from our Development Coordinator, Ms. J.B. Culpepper, to your architect, Mr. Steven Triggiano. I understand that these site improvements cost money. However, they are basic improvements routinely required of development projects in Chapel Hill. Upon inspection of your site, I was reminded of the conditions which currently exist: gravel spilling out into the street, erosion of the bank on both sides of the driveway, an unshaded and unscreened parking area, a dumpster that rests on a combination of grass ' T and gravel, no landscaping. I'believe that we cannot approve an expansion to this facility without having these deficiencies corrected. Approval without these requirements for site improvements would worsen an existing problem.
