PURPOSE: To request an increase in the hours of the permanent
part-time Care Manaaer position from 20 to 24 hours per week. The
additional hours are needed to administer the expanded in-home aide
service agreement with Monarch Health Care Providers .
BACKGROUND: During its second extra session this summer, the General
Assembly added $5, 000, 000 in state in-home funding to the continuation
budget for the Home and Community Care Block Grant for Aging Services.
Orange County' s share of these additional funds is $52, 381 . At its
September 17 meeting the Orange County Block Grant Committee
recommended that the majority of these funds be used to expand the
current in-home aide service agreement with Monarch Health Care, the
provider selected through competitive bid. This means that the 52
people currently on the Department' s in-home services waiting list will
benefit from the provision of more than 5, 300 additional hours of
service. The additional Care Manager hours will be spent conducting
client assessments and monitoring service quality. This position was
reduced by four hours in 1994 in response to a revenue decrease. The
cost of the salary and fringe increase for the nine month period ending
June 30 is $2, 246, to be funded from the $52, 381.

The availability of in-home services through the Department is
advertised in the bi-monthly Senior Times newspaper and by periodic
visits to the county' s senior centers and nutrition sites .
Additionally, other agencies' staff are notified at the quarterly
county inter-agency meeting. The Care Managers work closely with DSS
Adult Services staff to coordinate services as well. The need for
service is verified by an in-home assessment conducted by one of the
Care Managers . Any Orange County resident sixty years and older, or an
individual caring for a 60+ person, could utilize the service. The
service is designed to serve low-income recipients but is available to
anyone with a certified need. Recipients are provided an opportunity to
share in the cost based upon their ability to -pay.
RECObSENDATION: The Manager recommends increasing the permanent, part-
time Care Manager position from 20 hours ( .5 FTC) to 24 hours ( . 6 FTE)
per week.
