Purpose: To consider amending the Orange County Classification and
Pay Plan by:
- Establishing the new class of Budget and Management
Analyst I at Salary Grade 67.
- Changing the title of the Budget and Management Analyst
(Salary Grade 69) class to Budget and Management
Analyst II (Salary Grade 69).
Background: Currently, the Budget Office has a vacant Budget Technician
position. Prior to beginning recruitment for the position, the
Budget Director has assessed the needs of the office and the
workload as well as the functions of the Budget Technician
position.
As a result of this review, the Budget Director has identified the
priority need for additional analytical support. The Budget
Director has restructured the duties and responsibilities of the

vacant Budget Technician position to provide analytical as well
as technical support.
The Personnel Department has completed a classification
review of the restructured vacant Budget Technician position to
take account of the changed duties and responsibilities.
Key changes in the Budget Technician position include adding
responsibility for:
• Annual budget development and review for assigned Orange
County department budgets and outside agency budgets.
• Budget administration including oversight of the general
ledger system to assure it accurately reflects the approved
budget
• Management analyses such as fee studies
Based on the review of the restructured duties, it is
recommended that the position be classified as Budget and
Management Analyst I at salary grade 67. The existing Budget
and Management Analyst position has additional responsibility in
such areas as the Capital Improvements Program which warrant
a higher level than this position. Thus it is recommended that
the title for that position be changed from Budget and
Management Analyst to Budget and Management Analyst ll, still
at salary grade 69. -
Upon approval of the class of Budget and Management
Analyst I, the vacant Budget Technician position will be
reclassified to that class and recruitment will begin. Funds to
implement this change are available within the approved budget
for fiscal year 1996-97.
Recommendation: The Manager recommends the Board amend the Classification
and Pay Plan by:
- Establishing the new class of Budget and Management
Analyst I at Salary Grade 67.
- Change the title of the class of Budget and Management
Analyst (Salary Grade 69) to Budget and Management
Analyst 11 (Salary Grade 69).

BUDGET AND MANAGEMENT ANALYST I
GENERAL DEFINITION OF WORK:
Performs intermediate professional and administrative work in the development, preparation,
administration and analysis of the County operating budget and analysis and evaluation of
County programs and activities; does related work as required.
Work is performed under regular supervision.
TYPICAL TASKS:
Provides budget and management analysis for County departments and outside agencies;
Assists departments in the preparation of budget requests; reviews budget requests for
completeness and accuracy;
Makes recommendations for funding levels to the Budget Team;
Coordinates the outside agency budget process; reviews applications to develop funding
recommendations;
Maintains personnel database and other databases used in budget department;
Maintains budget tracking system for budget amendments.
Maintains general ledger system to ensure that departmental and project budgets are in
conformance with the actions of the Board of County Commissioners;
Assists County departments and management in special projects and studies.
Performs related tasks as required.
KNOWLEDGES. SKILLS AND ABILITIES:
General knowledge of the theories,principles,practices and techniques of local government
budgeting and program evaluation and finance; general knowledge of evaluation measurement
and review techniques; general knowledge of the State laws and local ordinances applicable to
budget preparation approval and administration; general knowledge of the functions and
operation of local government agencies; ability to analyze and develop budget estimates; ability
to develop and conduct technical program evaluations; ability to conduct detailed research and
prepare reports and findings; ability to establish and maintain effective working relationships
with associates.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited
college or university with major course work in public administration, business administration or
related field and at least 1 year professional experience in budget, financial or program
evaluation work.

BUDGET AND MANAGEMENT ANALYST II
GENERAL. DEFINI TION OF WORK:
Performs difficult professional work in the development, administration and analysis of the
County operating budget and capital improvement plan and analysis and evaluation of County
programs and activities; does related work as required.
Work is performed under general supervision. Supervision may be exercised over subordinate
clerical and technical personnel.
TYPICAL TASKS:
Provides budget and management analysis for County departments and outside agencies;
Develops budget instructions, work papers and documents;
Conducts departmental budget reviews, analyzes budget requests and makes funding
recommendations to the County Manager;
Prepares necessary budget and project amendments for Board of Commissioner's approval;
Monitors revenue and expense budgets periodically and recommends adjustment;
Gathers operational, financial and other data; conducts research and evaluation studies;
Performs the analysis of current operating expenditures and revenues and the estimating of future
expenditures and revenues;
Conducts specific research and related projects concerning various issues;
Develops capital improvement plan instructions and work papers for all County projects;
Reviews and analyzes project requests and makes funding recommendations;
Monitors projects progress to ensure necessary funds are available for completion;
Performs related tasks as required.

Thorough knowledge of the theories, principles, practices and theories of local government
budgeting and program evaluation and finance; thorough knowledge of evaluation measurement
