PURPOSE: Consideration of a proposed revision to the Plan of Action for the Natural
Resource Preservation Goal , specifically the golf course standards initiative.
BACKGROUND: On August 20, the Board of Commissioners adopted the charge and approved a
preliminary list of appointments for the Golf Course Amendment Review Task
Force. The charge to the Golf CART was "To prepare an amendment to the
Zoning Ordinance for presentation at the November 25, 1996, public hearing to
include standards and approval procedures for golf courses and associated uses."
The task force held its initial meeting on September 16. The first item for
discussion was the charge adopted by the Commissioners and whether the task
could be accomplished within the schedule for the November public hearing. The
advertisement for the public hearing is drafted by mid-October, therefore, the
recommendations of the Golf CART must be completed by October 11.
Given the comprehensive nature of the amendment to be proposed and the
numerous diverse issues involved with golf course development, the group will
need more than one month to thoroughly examine the components of golf courses
and the processes associated with their implementation and management.

Accordingly, the task force has requested that the Plan of Action for the golf
course standards initiative be revised as shown on the attachment to allow
amendments to be presented at the February 24, 1997, public hearing. With that
schedule, the group must complete its work by the end of December. Following
the public hearing, the proposed amendments could be adopted the first week of
May 1997.
RECOMMENDATION: The Administration recommends that the Plan of Action for the golf course
standards initiative be revised to allow amendments to be presented at the
February 24, 1997,public hearing.
