PURPOSE:
To receive citizen comments regarding the proposed FY 1997 Community Development Block
Grant Application for Orange County; approve a local financial contribution of $223,000 and to
approve a resolution authorizing submission of the formal application document by October 1,
1996.
BACKGROUND:
The N.C. Department of Commerce has announced the availability of Community Development
Block Grant (CDBG) funds for Community Revitalization projects. A public hearing was held on
August 5, 1996 to receive citizen comments prior to developing a grant application. There were no
comments received, therefore, the staff recommended preparing an Infrastructure Application in
order to address the County's public sewer needs.
Specifically, an infrastructure application is being developed for an extension of the Efland Sewer
System to a neighborhood in that community which has experienced long-term problems with
failing septic systems. The proposed Efland Sewer CDBG Area is located in the Cheeks Township
of the County in an area bounded on the east by Lloyd's Dairy, on the south by Southern Railroad,
on the north by McGowan Creek, and on the west by Efland Cedar Grove Road. This area includes
approximately 63 residential units. A map delineating the area is included in this agenda under
separate cover. This area is plagued by a high incidence of malfunctioning septic systems.
The application request funding in the amount of $850,000. A second public hearing is required
after the grant application is prepared in order to receive additional comments prior to submission.
Advertisements of this hearing have been placed in local newspapers.

According to the County Engineer, the total estimated project cost is $1,173,000, therefore, an
additional $323,000 is needed to complete the project. The detailed cost estimate is contained in the
attached memorandum from the County Engineer.
The County has already committed $100,000 to the Efland Sewer Project in the 1996-2006 Capital
Improvements Plan, thus, the remaining $223,000 in additional revenue is necessary to meet the
total estimated costs.
All applicants for CDBG funding under the Community Revitalization category are required to
contribute local funds to the proposed project. This contribution must be in the form of cash and
must come from the County general fund. No in-kind contributions are recognized under this
requirement. These funds must be pledged at the time of application by a letter of commitment but
would not have to be budgeted until the project is funded. Therefore, if the CDBG application is
successful, these could be budgeted in subsequent fiscal years, with county funds not being needed
until FY 98-99 at the earliest. The County made similar financial commitments at the time of
application in FY 1992 and 1993 -both years that we were unsuccessful in securing CDBG funding.
Should a financial commitment for this year's application be approved, staff will work during the
coming year to develop recommendations on financing the County share from either operating or
capital funds.
The application document is due October 18, 1996.
RECOMMENDATION(S):
The Manager recommends the following:
1. Receive citizen comments as additional information.
2. Approve a financial commitment of$223,000 to the Efland Infrastructure CDBG Project, with
staff to develop recommendations during the next year on financing the County share from either
operating or capital funds.
3. Approve the resolution authorizing the submission of the CDBG Application by October 18,
1996 and authorize the Chair to sign the application document on behalf of the Board upon approval
by the County Attorney.

SUBJECT: Construction cost estimates for completion of the unfinished portion of Phase I and
Phase II of the Efland sewer system
As per your request, I have reviewed my previous construction cost estimates for the sewer system
construction referenced above with the intent of updating those estimates in light of current construction
cost experiences in this area. My pervious cost estimate for development, as per the system design
presented in the Hazen and Sawyer master sewer plan, of the remaining portion of Phase I and and Phase
II totaled$1,076,000. The estimate dates from October 1991 and included construction costs plus a
figure equal to twenty-five percent the construction cost for contingencies, engineering, surveying, legal,
and administrative. Although construction cost remained fairly constant for approximately half of the
five years that have elapsed since the October 1991 cost estimate,I believe that current costs -at least in
this area- have escalated twenty to twenty-five percent above 1991 costs. My current estimate is that
the Phase I/II sewer development outlined in the Hazen and Sawyer master plan will fall in the $1.25 to
$1.35 million range. The breakdown of costs associated with the sewer system development plan
contained in the Hazen and Sawyer master plan is as follows:

We have also discussed providing some alternative or redesign of the Hazen and Sawyer sewer layout
master plan to achieve at least some short term cost savings. One alternate design cost savings strategy
involves: 1) eliminating the 1900 foot outfall along McGowan Creek; 2)not relocating the existing
McGowan Creek pump station 1900 feet east of its existing location; and 3) constructing a smaller
capacity pump station at the site of the proposed relocated McGowan Creek pump station. The smaller
capacity pump station will retain the wet well design of the relocated pump station and the 10" force
main discharge. This strategy reduces the net cost of the project by approximately $ 160,000 if standby
or emergency power generation is not required. If construction of the original sewer design(with the
relocated pump station, outfall line, etc.)becomes either necessary or desirable in the future,it can be
accomplished without wasting anything constructed in the alternative design. The alternative design
pumps can be removed or relocated.for other future phases of system expansion.
In a second design alternative,I anticipate that the routing of the sewer along the western-most portion
of Forrest Avenue can be revised to eliminate 350 feet of sewer and three manholes. This should reduce
the total cost of Phase II by approximately$15,000. The alternate routing would still provide sewer
service to the same existing structures as the Hazen and Sawyer layout. However,there a large tract of
currently undeveloped property that would have been served by the original sewer routing that is not
served by the alternate routing. Serving this property at some point in the future will be possible even
with the alternate sewer routing,but that service will require extending the sewer line several hundred
feet eastward from the alternate's proposed termination point.
The estimated cost breakdown for the alternate sewer development project is as follows. Please note that
the estimated total number of sewer taps at$600 each is approximate and subject to change. The cost

cited for sewer taps is construction cost only and does not represent any applicable tapping fees. If you

RESOLUTION AUTHORIZING AN APPLICATION FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS
NOW, THEREFORE, BE IT RESOLVED by the Board 'of County
Commissioners of Orange County, that an application for
Community Revitalization funds from the N.C. Department of
Commerce is hereby authorized. Grant funds will be used to
provide public water/sewer to a neighborhood in the Efland
community. The amount requested is $850, 000 . The
application will be submitted on or before October 18, 1996 .
FURTHER, the Board of County Commissioners of Orange County
authorizes the Chair of the Board of County Commissioners to
sign the application document upon approval by the County
Attorney.
