Purpose
To consider proposed budget ordinance amendments and grant and capital project ordinances.
Background
Soil and Water
1. The State has awarded the Soil and Water Department an additional $2,000. These funds will be
used to provide educational projects and small equipment. No additional County funds are
required for this department to receive these funds. (see block#1,page 3.)
Health Department
2. The Personal Health division has received a Community Nutrition Promotion grant in the
amount of $24,800 from the State. These funds will be used to provide nutrition education
focusing on cancer prevention to school children and adults who live in the northern communities
of the County. Current authorized positions will implement this project; therefore, no additional
full time equivalent positions are related to or authorized through this grant. The attached
Community Nutrition Promotion Grant Project Ordinance reflects the receipt of this grant.
3. The Environmental Health division has received $1,500 in unanticipated funds from the State.
These monies are reimbursement for staff time required to inspect 20 summer food service
program sites for children located throughout the County. (see block#3, page 3.)
Orange County Library
4. The Town of Hillsborough has awarded the Library a tourism grant of$1,600. These funds will be
used to off-set costs associated with Native American Day sponsored by the Library. No County
match is'required for receipt of these funds. (see block#4,page 3).

Sheriff
5. The Board of Commissioners approved at their August 20 meeting, the acceptance of a three year
grant from the Department of Justice, Office of Community Oriented Policing Services
(COPSFAST). This is the second COPSFAST award received by the County. The terms of the
grant require that Orange County provide an overall match of about 30 percent of the total
funding. This budget amendment appropriates the first year match, $18,442, from the jail staff
contingency account to this grant project (see block#5,page 4).
6. The Orange County Sheriff's Department recently received drug tax payments from the State
totaling $12,000. According to State Statutes, these forfeitures must be used for drug law
enforcement or additional equipment purchases. The Sheriff plans to use these funds to purchase
an additional dog trained to detect drugs. (see block#6, page 5).
Contributions to Outside Agencies
7. Rape Crisis of Orange County has received a Victims of Crime Act (VOCA) grant from the State.
This grant, which totals $38;459, will be used to assist victims of sexual assault. No additional
County funds are required for this agency to receive these funds (see block#7,page 5).
Housing and Community Development
8. At the August 20 meeting, the Board of Commissioners approved a request from Habitat for
Humanity for reimbursement by the County for impact fees anticipated to be paid by this agency
in 1996. Habitat is planning to construct five homes Culbreth Park. At $3,000 per unit, the total
amount of impact fees that will be paid is $15,000. The balance of the reserve account that was set
aside by the Board of Commissioners to reimburse Habitat for Humanity for impact fee is $5,296.
This budget amendment transfers the remainder of the amount needed, $9,704, from the Board of
Commissioners' contingency account to the Impact Fee Reimbursement account and appropriates
these funds in the Affordable Housing Project Ordinance(see also block 8,page 5).
Skills Development Capital Project Ordinance
9. The property at 501/503 West Franklin Street was recently purchased by Orange County with
pay-as-you-go and private placement funding. On August 20, 1996, the Board of County
Commissioners approved an agreement with ESM Associates for property management services.
When the County's current Capital Improvement Plan was adopted, the logistics of the purchase
and maintenance agreements were unclear. Since adoption, these issues have been resolved and a
technical amendment is necessary to allocate funds accordingly. The attached Skills Development
Capital Project Ordinance and the General Fund amendment in block #9 on page 5 incorporate
the necessary changes.
Recommendation
The Manager recommends that the Board of Commissioners approve the attached budget ordinance
amendments and grant and capital project ordinances.

Community Nutrition Promotion Program
Grant Project Ordinance
Program Number 11-642
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Community Nutrition Promotion Program as awarded to the
Orange County Health Department by the State of North Carolina. The purpose of this grant is
to educate school children and adults regarding nutrition and cancer prevention.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant
document and the rules and regulations of the State of North Carolina Department of
Environment,Health and Natural Resources.
Section 3. The following revenue is anticipated to be available to complete this project:
Community Nutrition (1996-97) $24,800
Section 4. The following amount is appropriated for this project:
Human Services-Community Nutrition $24,800
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific
detailed accounting records to provide the accounting to the grantor agency required by the grant
agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for direction
in carrying out this project.
Section 8. There are no permanent positions authorized through this grant project.
Section 9. This ordinance, originally adopted September 3, 1996, is effective through June 30, 1997.

Section 1. The project authorized is the Affordable Housing Project authorized to provide

Skills Development Center Project 7
Capital Project Ordinance
Project Number 61-419
Be it ordained by the Orange County Board of County Commissioners that pursuant to
Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital
project is hereby adopted.
Section 1. The project authorized will provide funds to purchase a facility and establish a
Skills Development Center. This facility located 1501/503 West Franklin Street
in Chapel Hill. This project will be financed with proceeds from the County's
portion of the one-half cent sales taxes, a appropriation from the County Capital
Fund Balance, and private placement.
Section 2. The officers of the County are hereby directed to proceed with the project within
the budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
Transfer from General Fund(1994-95) $25,000
Transfer from General Fund(1996-97) $99,240
Total Transfers. $124,240
Appropriated Fund Balance (1996-97) $45,000
Proceeds from Private Placement Funding(1996-97) $1,200,000

K. HOME PROGRAM CONSORTIUM AGREEMENT AMENDMENT
The Board authorized the execution of an amendment to the HOME Consortium Agreement
for the period July 1, 1997 through June 30, 2000 and authorized the Manager to sign the amendment upon
the review and approval of the County Attorney. These amendments were suggested by HUD to the
Consortium Agreement between the Towns of Carrboro, Chapel Hill, Hillsborough and Orange County.
