PURPOSE: To provide the BOCC with information regarding proposed construction activities
related to placing earth and rock fill in the existing"borrow pit" area within the
planned Eno Riverfront park in the County's Hillsborough campus area.
BACKGROUND: At the BOCC-Hillsborough Town Commissioners regular quarterly meeting
of 13 March 1996, an Eno Riverfront/County campus park report was
presented to Town and County elected officials. The substance of the report
dealt with the proposed master plan for the park, park structures and the
draining and filling of the existing"borrow pit" located in the south east
comer of the park. In accordance with the discussion of that meeting,
individuals active in the park development process have proposed to begin
the process of filling the borrow pit. The specific proposal involves:
a) opening a haul route/equipment access way across County property
between the unpaved southern end of Cameron Street and the borrow pit;
and b)hauling fill material to and spreading fill material in the borrow pit.
The actual construction activities proposed for this phase of the fill operation
will involve: 1) removing an approximately twenty feet wide section of trees
along Cameron Street; 2) constructing a section of gravel surfaced access
drive(to reduce the transportation of mud and dirt from the access drive to
Cameron Street); 3)removing an approximately sixty feet wide section of
trees along the rim of the borrow pit;4)hauling approximately sixty five ten

cubic yard dump truck loads to and through the site; and 5)using a track
loader to push fill material into the pit and spread the material along the
bottom of the pit.
This proposed first phase of the fill operation will provide only about 650
cubic yards to a project that will eventually require more than 10,000 cubic
yard of fill. However, this phase will establish the site access for future
phases. The fill material,which is excess earth and rock material from a
construction site in the Meadowlands, will be loaded and transported at the
cost of the construction project owner. The cost of constructing the access
across County property and placing/spreading the material in the borrow pit
will be paid from a Town of Hillsborough fund created especially for that
purpose.
RECOMAMNDATION : The County Manager recommends that the BOCC approve this phase
of the plan to fill the borrow pit within the planned Eno Riverfront
park.
