Background The Chapel Hill-Carrboro City Schools has requested $600,000 from the Board of Commissioners for architectural fees/planning for a new elementary school. This project is to be constructed on land donated by the developers of Southern Village. The Board of Commissioners requested County staff to identify a funding source for these planning fees. Staff, working with the Chapel Hill/Carrboro City School staff identified the following funding plan that will meet the cash-flow requirements of the project: 1. $100,000 from Public School Building Fund Revenue estimates for the 1995-96 Public School Building Fund total $455,462. Actual revenue received for the fiscal year was $583,276. State Public School Building Funds must be used for capital outlay projects, including the planning, construction reconstruction, enlargement, improvement, repair, or renovation of public school buildings and for the purchase of land for public school buildings. Local governments are required to match one dollar of local funds for every three dollars of State funds. Staff recommends that $100,000 be advanced to the Chapel Hill/Carrboro City Schools for this project. The project currently has an appropriation of $38,000 from the 1995-96 impact fees. These impact fees will meet the State's match requirements. 2 2. Private Placement financing -$500,000 In all the school capital funding options presented to the Board of Commissioners at the August 20,1996 meeting elementary school#8 is financed by private placement. To meet the timelines of the Chapel Hill/Carrboro City Schools for completing this project, and to remain bank qualified in borrowing these funds, a portion of the total project budget will need to be borrowed in Fall 1896. These funds can,then be used to continue the payment of the planning/architectural fees for this facility. The application process for Public School Building Funds requires formal requests for funding from both the Board of County Commissioners and the Board of Education of the school system concerned. The Chapel Hill-Carrboro Board of Education approved the application at their meeting on August 22, 1996. Recommendation The Manager recommends that the Board of Commissioners approve the application for $100,000 in Public School Building Capital Funds for planning funds for Elementary School#8 and approve the revised capital project ordinance. 4 3 Planning for Elementary School #8 Chapel Hill-Carrboro City Schools Capital Project Ordinance Project Number 64-880-7116 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1. The project authorized provides for planning for the design and construction of a new elementary school to be located at the new Southern Village development. This project will be financed with proceeds from the impact fees and the State Public School Building Fund. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3.
