Purpose
To accept a three year grant from the U.S. Department of Justice, Office of Community
Oriented Policing Services totaling $150,000 for two full time Deputy positions and to
approve establishing these two permanent full time positions.
Background
The U.S. Department of Justice, Office of Community Oriented Policing Services
(COPSFAST) has awarded the Orange County Sheriffs Department a three-year grant.
This federal grant program provides funding for community oriented officers in
jurisdictions with populations of less than 50,000. Monies will be used to increase police
presence, and expand and improve cooperative efforts between law enforcement
agencies and members of the community to address crime and disorder programs.
This is the second COPSFAST award the County has received. The first award,
approved by the Board in June 1995 provides funding for one full-time Deputy Sheriff
position. This current award will provide funding for approximately 70 percent of the
salaries for two additional Deputy positions.
The terms of the grant require that Orange County provide an overall match of about 30
percent of the total funding. The Federal share of total salaries and benefits must
decrease each year leading to full local funding by the fourth year of the officer's
employment. At the same time, the local share must increase each year. The
percentage of total officers' salaries and benefits paid with federal funds must be less
each year.

The first year local funding match is $18,442. These funds can be appropriated from the
Sheriffs Contingency Fund for additional Jailer positions, without adversely impacting
the hiring of these additional positions for the operations of the new jail.
Recommendation
The Manager recommends that the Board of Commissioners approve the attached grant
project ordinance which appropriates $213,219 over a three year period, including
federal funds totaling $150,000 and local matching funds of$63,219. The Manager also
recommends that the Board establish two permanent Full Time Equivalent Deputy
positions within the Sheriffs Department.

COPS FAST/2 Universal Hiring Program
Grant Project Ordinance
Project Number I1-715
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted.
Section 1. The project authorized is the COPS FAST Program as awarded to the Orange County
Sheriffs Department by the U.S. Department of Justice, Community Oriented Policing
Services. This award represents a second award from the U.S. Department of Justice for the
community oriented policing services. The three year grant provides funding to further
enhance community oriented police efforts in jurisdictions with populations of less than
50,000.
Section 2. Under the terms of the agreement, Orange County will administer the grant as fiscal agent. The
officers of the County are hereby directed to proceed with the grant project within the grant
document,the rules and regulations of the U.S. Department of Justice, Community Oriented
Policing Services.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental(1996-97) $50,000
Intergovernmental(1997-98) $50,000
Intergovernmental(1998-99) 550.000
Total Intergovernmental $150,000
Section 4. Approximately seventy percent of the total cost of this project is funded by grant funds. The
required match for this grant is included in funds appropriated in the general fund to be
transferred to this capital project. Future years' allocations are subject to Board of County
Commissioners annual appropriations.

Section 6. The finance officer is hereby directed to maintain within the grant project sufficient specific
detailed accounting records to provide the accounting to the grantor agency required by the
grant agreement and federal and state regulations.
Section 7. Funds may be advanced from the general fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 8. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 9. Positions authorized through this grant project ordinance include:

The actual classification of these two positions depends on the final review of the Personnel Department.
These positions are authorized through June 30, 1999.
Section 10. This project ordinance is in effect until June 30, 1997.
