Purpose: To consider amending the Orange County Classification and Pay Plan to
change the class title and salary grade of the Director- Commission for
Women at salary grade 70 to Human Rights and Relations Director at
salary grade 74.
Background: The June 1994 adoption of the Orange County Civil Rights Ordinance has
resulted in significant changes in the function of the Human Rights and
Relations Department(formerly the Commission for Women). This
department now is responsible for the communication, administration, and
enforcement of the Civil Rights Ordinance. Among other things, a Civil
Rights Specialist position was added to the department in November 1994
to investigate civil rights complaints under the Ordinance.
In 1994 the Director- Commission for Women Lucy Lewis was assigned
responsibility for implementation and on-going management of the
Human Rights and Relations program and supervision of the department.
As part of that reassignment, it had been planned to complete a
classification review of Ms. Lewis'position at the point in time those new
duties and responsibilities had been assumed and the function developed.
That has occurred and, as planned, Personnel has initiated and completed a
classification review of the position.
The additional responsibility for overseeing the administration of the Civil
Rights Ordinance and related human rights programs has increased the
level of responsibility and scope of work performed by the Director. In
recognition of the changes in the Director's responsibility, it is
recommended that:
The class title be changed from Director- Commission for Women
-to.*Human R4ghts�-and.Relations.Dirzctor.xo.reflect the current
duties of the position as department head for the Human Rights and
Relations Department.
Salary grade assigned to the position be changed from salary grade
70 to salary grade 74. This salary grade is recommended based on
the responsibility assigned and comparison with other department
head positions. It also is consistent with available labor market
salary information for comparable positions.
The attached class specification has been updated to reflect the changes in
duties assigned to the position.
Upon approval of the recommended change, the position of Director-
Commission for Women at salary grade 70 will be reclassified to Human
Rights and Relations Director at salary grade 74. Funds to implement the
classification and pay change are available within the 1995-96 budget.
Recommendation: The Manager recommends the Board amend the Classification and Pay
Plan by changing the class title and salary grade of the Director-
Commission for Women at salary grade 70 to Human Rights and
Relations Director at salary grade 74.

Human Rights and Relations Director
GENERAL DEFINITION OF WORK:
Performs complex professional work and intermediate administrative work in directing the work
of the Human Rights and Relations Department; does related work as required.
Work is performed°under general supervision. Supervision is exercised over department
personnel.
TYPICAL TASKS:
Plans, organizes and directs human rights and relations program;
Monitors, evaluates, and prepares necessary updates in Orange County Civil Rights Ordinance;
Develops and implements worksharing agreements with Equal Employment Opportunity
Commission and Housing and Urban Development;
Supervises the intake, investigation and resolution of discrimination complaints;
Reviews and approves the final investigative report of each discrimination complaint and any
settlement agreement;
Develops community presentations, education materials and workshops;
Conducts goal setting with the Orange County Commission for Women and the Orange County
Human Relations Commission;
Coordinates activities of the Orange County Commission for Women and Human Relations
Commission and ensures the recruitment, orientation, and leadership development of Commission
members;
Promotes good working relationships with community groups, business community and public
and non-profit agencies;
Prepares agenda for monthly meetings of the Orange County Commission for Women and Human
Relations Commission, presents issues for board consideration and provides technical assistance;
Prepares and manages the department budget;
Supervises staff, evaluates work performance of employees.
Performs related tasks as required.
KNOWLEDGE SKILLS AND ABILITIES:
Thorough knowledge of civil rights, particularly federal and state laws and procedures
prohibiting discrimination; thorough knowledge of women's issues; ability to plan, organize and
direct the work of others; ability to communicate ideas effectively, both orally and in writing;
ability to establish and maintain effective working relationships with local, state and federal
officials, subordinates, associates and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college
or university with major coursework in social sciences, public administration, labor relations or
related field and at least four years experience working with human rights programs, including at
least two years experience in complaint investigation, conciliation and enforcement in areas
related to fair housing and/or employment laws or related.
