BACKGROUND: The United Voices of Efland-Cheeks and the Efland-Cheeks Elementary PTO request that the Board adopt the attached resolution. Representatives from the groups will present the resolution and answer questions. RECOMMENDATION(S): Manager recommends that the Board adopt the resolution and authorize the Manager to appoint the appropriate staff person to serve on the Efland-Cheeks School and Community Park Task Force. 2 EFLAND-CHEEKS COMMUNITY SCHOOL PARK RESOLUTION WHEREAS, The United Voices of Efland-Cheeks, a community-based organization of citizens and residents, and the Efland-Cheeks Elementary PTO have proposed the development of an Efland- .Cheeks.School and Community Park; and WHEREAS, This proposed park would utilize the existing land and facilities of the Efland-Cheeks Elementary School and the Efland-Cheeks Community Center; and WHEREAS, The park will serve as a focal point for family and community recreation, as well as a recreation/education center for the members of the Efland-Cheeks School community; and WHEREAS, The park will include supervised recreational activities for young children, teens and seniors, as well as facilities for adult recreation and family outings; and WHEREAS, In order to develop this park, the United Voices of Efland-Cheeks and the Efland-Cheeks Elementary PTO recommend the establishment of a public/private partnership of representatives of the Efland-Cheeks community, the Orange County Board of Education and the Orange County Board of Commissioners; and WHEREAS, These partners would establish a task force that would be responsible for developing a comprehensive plan for the design and implementation of the park; and WHEREAS, It is anticipated that the task force would require approximately one-year to complete its work. NOW, THEREFORE, We, the Orange County Board of Commissioners do hereby endorse the concept proposal of the Efland-Cheeks Community School Park, and agree to participate in this partnership by appointing a staff person to serve as a county representative to the Efland-Cheeks School and Community Park Task Force. Box 8181 Hillsborough, NC 27278 Commissioners: On March 6, 1996, representatives from United Voices of Efland-Cheeks and the Efland-Cheeks Elementary PTO came before you to inform you of our concerns and plans for the development of a school and community park utilizing the lands of the Efland-Cheeks School and the Efland-Cheeks Community Center. We, also, indicated that our goal was to establish a public/private partnership between our two groups, which represent the Efland-Cheeks community, the Department of Recreation and Parks, the Orange County Board of Education and the Board of Commissioners. These partners would establish a task force with each partner appointing representatives. This task force would be responsible for developing a comprehensive plan for the design and implementation of the park. At the time of this March 6 meeting, we had received the endorsement of the Department of Recreation and Parks and an agreement that it would join us as a partner. We had not, however, presented this partnership concept to the Board of Education. You suggested that we meet with the Board of Education and then officially present our request to you. Representatives from our groups presented our concept to the Orange County Board of Education at its regular meeting on Wednesday, May 8, 1996. At that meeting the Board unanimously endorsed the concept and voted unanimously to participate as a partner in this endeavor. Thus, we, respectfully, request that the Orange County Board of Commissioner endorse this concept and agree to participate in this partnership as a full partner, and in so doing, appoint a representative for the Board to serve on a the Efland-Cheeks School and Community Park Task Force. We see the work of the Task Force being able to complete its work within a one-year time frame. The members of the task force, once understanding their charge, would determine meeting times, frequency and place of meetings as well as how they plan to accomplish their task. Enclosed is a copy of our concept paper which outlines our concept for the School and Community Park. Also, community members will be attending the June 3, 1996, meeting of the Board of Commissioners to answer any questions or concerns that you may have during your deliberation of this matter. Sincerely yours, -Q Leo Allison, President Shelley Efland, President United Voices of Efland-Cheeks Efland-Cheeks School PTO 4 EFLAND-CHEEKS SCHOOL AND COMMUNITY PARK DRAFT PROPOSAL SUMMARY OFFERED BY UNITED VOICES OF EFLAND-CIIEEKS AND EFLAND-CIIEEKS SCHOOL PARENT TEACHER ORGANIZATION United Voices of Efland-Cheeks, a community-based organization of citizens and residents concerned with improving the quality of life in the Efland-Cheeks area, and Efland-Cheeks School Parent Teacher Organization (PTO) propose the development of an Efland-Cheeks School and Community Park utilizing the existing land and facilities of the Efland-Clieeks Elementary School and the Efland-Cheeks Community Center. TIIE PARK IS TO BE: • a focal point for family and community recreation • a recreation/education center for the members of the Efland-Cheeks School community • a safe and desirable community space that promotes and furthers the health, safety and well-being of the residents of Efland-Cheeks. • A preservation of an important open space for the Efland-Cheeks community And it will: • enhance activities now being provided by both the school and the community center. • eliminate duplication of services and activities while providing comprehensive recreational space and activities for Efland-Cheeks residents of all ages. • foster the already existing relationship between the school and our senior citizens by providing a myriad of possible activities. During school days and hours, the park will be a integral part of the school's recreationlphysical education program. After school hours and on week-ends and during the summer months, the park will provide a safe, wholesome recreational space for families and young people of all ages. The park will include supervised recreational activities for young children, teens and seniors as well as facilities for adult recreation, and family outings. Proposed activities include the following: (Continued on Back Side) ♦ Nature 'Frail ♦ Walking Track ♦ Ball Field ♦ Basketball Court ♦ Tennis Courts ♦ Playground Equipment for Children ♦ Picnic Shelter ♦ Picnic Tables ♦ Sports Field for Miscellaneous Sports such as Soccer,Volleyball, etc. ♦ Parking To establish this park, United Voices of Efland-Cheeks and the Efland-Cheeks School PTO propose the formation of a public/private partnership comprised of equal partners representing the following: ♦ Efland-Cheeks Community (represented by United Voices) ♦ Efland-Cheeks School Parent Teacher Organization (PTO) ♦ Orange County Department of Recreation and Parks ♦ Orange County Board of Commissioners ♦ Orange County Board of Education. Each partner organization will select representatives to serve on a working task force. This task force would be responsible for developing a comprehensive plan including: physical layout and design, equipment needs, funding sources, maintenance and supervision.
