PURPOSE: To consider awarding a bid to Patriot Building Company for maintenance work at
the Historic Courthouse.
BACKGROUND: Bids were originally solicited for this project in May, 1993, however, bid prices
significantly exceeded appropriations for the project, so the project was delayed until additional
appropriations could be made. An October 31, 1995 bid solicitation yielded no bidders. Bids
were solicited once again on November 13, 1995 with Trafalgar House Construction submitting
the lowest responsible bid. The Board of Commissioners awarded the bid to Trafalgar House.
The bid submitted on November 13 by Trafalgar Hose was conditioned upon the successful
execution of the contract for construction of the Jail and Courthouse Additions. That contract
was not successfully executed.
Bids were solicited once again for the maintenance work on April 30, 1996. One bidder
responded, the tabulation is attached. As a reminder, the work requested by this bid includes
the following:
Base bid:
• painting all exterior trim; and
• replacing gutters (repairs were made to gutters during the 1986 renovation, but gutters
were not replaced).
Alternate G1: replazing windows.
Alternate G2: repair of cupola.

The funds available for this work fall short of the base bid and all alternates by approximately
$3,000. It is recommended that this bid be awarded to Patriot Builders for a sum of$97,700
(base bid and Alternate G.1) and the Manager be authorized to execute a change order for the
cupola work if the additional funds can be identified.
RECOMMENDATION: The Manager recommends that the Board award the bid for
maintenance work to be done at the Old Courthouse and approve the contract, contingent
upon Attorney and Staff review, to Patriot Building Company in the amount of$97,700; and
authorize the Manager to execute a change order for cupola repairs if additional funds are
identified; and authorize the Chair to sign on behalf of the Board.
