Purpose
To approve an application to the State Budget Office to release funds from Orange
County's Public School Building fund account for the McDougle Elementary School
Project and to approve the revised capital project ordinances reflecting this application.
Background
The Board of Commissioners approved as part of the 1994-1999 Capital Improvements
Plan, Public School Building Funds totaling $381,190 to be used for the Chapel Hill High
School Phase II Renovation project. Since that time, the Chapel Hill-Carrboro Board of
Education has modified the scope of this project to include only a transportation center,
eliminating, for the time being, renovations to academic space and the cafeteria area.
Under the rules of the Public School Building Funds, support services space, such as a
transportation center, cannot be financed using Public School Building Funds. County
Staff has notified the State regarding the change in the scope of this project, and
the State Budget Office has released the original application for these funds.
To implement this application, a change in funding source between capital projects is
necessary. The attached capital project ordinances make this technical amendment,
These ordinances allow the Transportation Center to be financed from sales tax
proceeds and meets the State requirements for the Public School Building Fund.
In addition to the funding source change above, the 1995-2000 Capital Improvements
Plan includes $455,462 in Public School Building Funds as part of the financing plan for
McDougle Elementary School. These funds, combined with the $381,190 released from

the High School Phase II project , total $836,652 requested to be remitted by the State
to Orange County.
The application process requires formal requests for funding from both the Board of
County Commissioners and the Board of Education of the school system concerned.
The Chapel Hill-Carrboro Board of Education approved the application at their meeting
on April 4, 1996.
Recommendation
The Manager recommends that the Board of Commissioners approve the application for
$836,652 in Public School Building Capital Funds for McDougle Elementary School, and
authorizes the Chair to sign the application.

REPORTING REQUIREMENTS: We,the undersigned,agree to submit a statement of local/state amounts expended for each
project in each local school administrative unit quarterly. The County Commissioners and the Board of Education do hereby
jointly request approval of the above project and release of $836,652 from the Public School Building Capital Fund. We
certify that the Project herein described is within the parameters of 115c-546.2(b) and that all of the match is available and
designated as match for this project.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby
adopted.
Section 1. The project authorized is for a transportation center to be constructed with funds
allocated in this project. This project will be financed with proceeds from the Schools' portion of the
one-half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:

Transfer from General Fund(1993-94) $243,810

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted.
Section 1. The project authorized provides funds to construct a new elementary school in the Chapel
Hill/Carrboro School District to open in 1996-97. The project will be financed through an installment
purchase arrangement, from sales tax revenue and from impact fee proceeds and from Public School
Building Funds.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated for this project:
Transfer from Reserve for New Elementary School Capital

Transfer from General Fund (1994-95) $673,857

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized establishes a reserve fund for future Chapel Hill-Carrboro City
Schools capital projects. The project will be financed with proceeds from the Schools' portion of the
one-half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
Transfer from School Capital Reserve Fund(1990-91) $180,000
Section 4. The following amount is appropriated for this project:
Reserve for Future Projects $180,000
Section 5. A portion of the available funds for this project has been transferred to the New Chapel
Hill-Carrboro Elementary School and the Chapel Hill High School Phase II Project.
Section 6. The following amendment is anticipated to complete this transfer:
Transfer to New Chapel Hill-Carrboro Elementary School $ 43,348
Transfer to Chapel Hill High School Phase II $116,652
Reserve for Future Projects $ 20,000
Section 7. This ordinance supersedes all previous Reserve for Future Projects Capital Projects
Ordinances for the Chapel Hill-Carrboro City Schools System.
Section 8. This ordinance shall be in effect from the date of adoption until June 30, 1996.
