PURPOSE: To proclaim the week of May 19 through 25, 1996, as Emergency Medical
Services Week, in Orange County.
BACKGROUND: Governor James B. Hunt, Jr. has proclaimed the week of May 19 - 25,
1996, as Emergency Medical Services Week in North Carolina, in recognition of dedicated
pro fessionals that provide emergency services to the citizens of this state. The Emergency
Medical Service in Orange County is a combination of Telecommunicators, First Responders,
Law Enforcement Officers, Nurses, Doctors, County Staff and Volunteers. The
telecommunicator provides Emergency Medical Dispatch pre-arrival instructions to citizens
who access the 9-1-1 Center. The First Responders and law enforcement officers usually
arrive first on scene and provide basic life support as well as update the situation to the
responding paramedic(s), through the telecommunicator. Emergency Medical Technicians,
varying in level of skill and expertise from basic life support to the level of Paramedic,
provide treatment and necessary emergency transport to the hospital emergency department
The Orange County Emergency Medical Services respond to approximately 9,500 calls per
year, and provide treatment and motion to a hospital emergency department for
approximately 7,500 of these calls. Emergency Medical Services not only provides response,
but also education for_the citizens and County staff in CPR and First Aid Courses. EMS also
does community outreach programs for civic groups, public schools, day care facilities, and
other community functions such as Hillsborough Hog Day.
RECOMIENDATION: The Manager recommends that the week of May 19 through 25,
1996, be proclaimed as Emergency Medical Services Week in Orange County, in recognition
of the many dedicated men and women that daily serve the citizens of the County, in titles of
medical emergencies.

EMERGENCY MEDICAL SERVICES WEEK
MAY 19 THROUGH MAY 25, 1996
WHEREAS, Governor James B. Hunt, Jr. has proclaimed the week of
May 19 through May 25, 1996 as Emergency Medical
Services Week in North Carolina, and
WHEREAS, The Emergency Medical Service in Orange County is a
complex system involving Telecommunicators, First
Responders, Law Enforcement Officers, Nurses, Doctors,
County Staff and Volunteers from Orange County and
South Orange Rescue Squads, and
WHEREAS, The citizens of Orange County benefit daily from the
dedicated efforts, knowledge, and skills of this team
of emergency services personnel, and
WHEREAS, The citizens of Orange County support the emergency
services and their efforts to improve the survival and
recovery rate of those who experience sudden illness or
injury, and
WHEREAS The Orange County Board of Commissioners publicly
acknowledge their support and appreciation to all the
members of the Orange County Emergency Medical
Services System, NOW
THEREFORE, The Orange County Board of Commissioners hereby
proclaim the week of May 19 through May 25, 1996, as
EMERGENCY MEDICAL SERVICES WEEK and
encourage all citizens of Orange County to continue to
support their EMS System.
