HomeMy WebLinkAboutRES-1996-012 Resolution of Intent to Participate in the Upper Neuse River Basin Association- DELAYED � 5 - 795 4 -2- RESOLUTION OF INTENT TO PARTICIPATE IN THE UPPER NEUSE RIVER BASIN ASSOCIATION WHEREAS, Orange County is committed to the preservation and protection of the present high quality of water in the Upper Neuse River basin, and WHEREAS, Orange County recognizes the increasingly complex nature of water quality management issues in the Upper Neuse River basin and acknowledges the need to coordinate with other affected jurisdictions on water quality management programs; and WHEREAS, Orange County agrees that the formation of the Upper Neuse River Basin Association is important for the successful continued management of water resources in the Upper Neuse River basin, and WHEREAS, the basic objective of the Upper Neuse River Basin Association is to foster improved communication and coordination of the various water quality management programs which currently exist in the Upper Neuse River basin and to explore new techniques and strategies for improving these water quality management programs, and WHEREAS, it is understood that participation in the Upper Neuse River Basin Association does not commit Orange County to any direct monetary obligations or costs associated with the operations or programs undertaken by the Association, and WHEREAS, it is understood and agreed that benefits and burdens assumed as a result of membership in the Upper Neuse River Basin Association shall be shared equitably by all members. NOW, THEREFORE BE IT RESOLVED THAT Orange County agrees to participate fully and actively as a member of the Upper Neuse River Basin Association and that said participation shall have certain obligations on the part of each member to share in providing staff support and management of the Association. BE IT FURTHER RESOLVED THAT Commissioner Willhoit is authorized to represent Orange County as a full member of the Upper Neuse River Basin Association,with Commissioner Halkiotis as an Alternate Member.
