PURPOSE: To provide direction to the Manager and staff concerning
implementation of the Board of Commissioners ' 1996-97 Goals and
Objectives .
BACKGROUND: For a number of years, the Board of Commissioners has
annually adopted a set of goals and objectives that lay the foundation
for the important policy development work that the Board wants to
accomplish during a given fiscal year. In March 1996, the Manager
submitted to the Board a set of proposed goals and objectives for 1996-
97 . The Manager requests that the Board provide specific direction on
changes that it would like to make to the proposed set of goals . The
Board' s guidance at this time will assist the Manager and staff to
incorporate in the Manager' s Recommended 1996-97 Budget those resources
required to accomplish the goals set out by the Board. Formal adoption
of the 1996-97 goals could come at this, or a subsequent, Board of
Commissioners meeting.
RECOMMENDATION: The Manager recommends that the Board provide
direction on proposed 1996-97 goals so that required resources can be
incorporated into the 1996-97 budget; further, that the Board adopt the
1996-97 goals, or establish a timetable for their adoption.
