PURPOSE: To provide direction to the Manager and staff concerning
implementation of the Manager' s Recommended 1996-2006 Capital
Improvements Plan.
BACKGROUND: On April 1, 1996, the Manager presented his recommended
Capital Improvements Plan for the period 1996-2006 . On April 16, the
Board conducted a public hearing on the recommended CIP. A number of
citizens spoke about school capital issues and possible funding for
improvements to the Hargraves Center in Chapel Hill . The 1996-2006 CIP
is scheduled for adoption on June 26, 1996 .
During the past several years, the Board has taken time to review the
overall recommended CIP over a period of several weeks, and has then
identified to the Manager any specific projects that the Board feels
requires more detailed discussion or deliberation. This discussion
could entail possible changes in funding, timing, or scope of the
various projects . Those project recommendations not specifically
identified by the Board for further discussion have been incorporated
into the CIPs that are adopted at the end of June. The projects
requiring further discussion have typically been resolved during budget
worksessions and likewise incorporated into the adopted CIP at the end
of June . The Manager suggests that the Board undertake a similar
review process for the 1996-2006 CIP at this meeting.
RECOMMENDATION: The Manager recommends that the Board indicate those
recommended projects about which it needs additional information or
which it otherwise may wish to consider for a different allocation of
funds than that included in the recommended CIP.
