Purpose
To approve proposed budget ordinance amendment and school capital project ordinances.
Background
Eno Fire Department
(1) Eno Fire Department has requested an appropriation of its fund balance. These funds will be
used as a down payment for a replacement pumper/tanker truck. This budget amendment,
reflected on page 2, block 1, appropriates $30,000 to this department for this purpose.
Unappropriated funds remaining after this appropriation total at least $1,800.
Chapel Hill Carrboro City Schools
(2) The Chapel Hill-Carrboro City Schools has requested that $80,000 be transferred from the
Future Projects Reserve Capital Project to the Chapel Hill High School Phase II(Transportation
Center)Capital Project. The attached capital project ordinances make this revision.
Recommendation
The Manager recommends that the Board of County Commissioners adopt the proposed budget
ordinance amendment and capital project ordinances.

Reserve for Future Projects
Chapel Hill-Carrboro City Schools
Capital Project Ordinance
Project Number 64-880-7190
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized establishes a reserve fund for future Chapel Hill-Carrboro City
Schools capital projects. The project will be financed with proceeds from the Schools'
portion of the one-half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
Transfer from School Capital Reserve Fund(1990-91) $180,000
Section 4. The following amount is appropriated for this project:
Reserve for Future Projects $180,000
Section 5. A portion of the available funds for this project has been transferred to the
New Chapel Hill-Carrboro Elementary School.
Section 6. The following amendment is anticipated to complete this transfer:
Transfer to New Chapel Hill-Carrboro Elementary School $80,000
Transfer to Chapel Hill High School Phase H $80,000
Reserve for Future Projects $20,000
Section 7. This ordinance supersedes all previous Reserve for Future Projects Capital Projects
Ordinances for the Chapel Hill-Carrboro City Schools System.
Section 8. This ordinance shall be in effect from the date of adoption until June 30, 1996.

Chapel Hill High School (Phase ll) Project

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized is for a transportation center to be constructed with funds
allocated in this project. This project will be financed with proceeds from the Schools'portion of the
one-half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the budget
contained herein.
Section 3. The following revenue is anticipated to complete this project:
Transfer from Middle School Project(1991-92) $40,000
Transfer from School Capital Reserve(1992-93) $425,146
Transfer from General Fund(1993-94) $243,810
Transfer from General Fund(1994-95) $50,000
Transfer from Chapel Hill High School Capital
Transfer from Chapel Hill High School Capital $4.54 7

Section 4. The following amount is appropriated for this project:

Project Ordinances.
Section 6. This ordinance,originally adopted June 26, 1990, shall be in effect until June 30, 1996.
