PURPOSE: To conduct a forum for discussion between the County
Commissioners, the Chapel Hill-Carrboro and Orange County Boards of
Education, and citizens concerning the needs of the two school systems
for construction of new school space.
BACKGROUND: In their proposed 10 year Capital Improvements Plans
(CIPs) , both school systems in Orange County have identified the need
for construction of one or more new schools, as well as additions to
existing schools . During a joint meeting between the school boards and
the Commissioners on January 29, 1996, the Commissioners stated their
desire to undertake some type of public "needs assessment" process to
confirm the projects identified by the schools as needed, and the scope
and timing of any projects confirmed by the needs assessment process .
At this April 16 meeting, the school systems have been requested to
make brief presentations that will outline in more detail than is
presented in the CIP the reasons for the scope, cost, and timing of the
proposed new school construction. One of the most important points of
discussion will be assumptions about the school systems ' capabilities
to accommodate projected student populations given school facilities in
use and under construction. Following the presentations by the two
school systems, it is expected that the three elected boards will
engage each other, and members of the public in attendance, in a
dialogue about the identified needs. The issues to be examined at this
meeting are intended to be limited to those related to new school space
construction, as other proposed school projects will be addressed
during the CIP review process during the coming weeks.
RECOMMENDATION: The Manager recommends that the Board conduct the
public dialogue on school construction needs and consider next steps in
the process .
