HomeMy WebLinkAboutAgenda - 04-16-1996 - VIII-B 1 ORANGE COUNTY BOARD OF COMMISSIONERS Action Agenda Item No.=�$ ACTION AGENDA ITEM ABSTRACT Meeting Date: April 16. 1996 SUBJECT: Environmental Health Fee Re-structuring ----------------------------------------------------------------------------------------------------------------------- DEPARTMENT PUBLIC HEARING Yes_Nom Health/Environmental BUDGET AMENDMENT NEEDED Yes_Nom ---------------------------------------------------------- -------------------------------------------------------- ATTACHMENT(S) INFORMATION CONTACT No Health Director's Office X2411 TELEPHONE NUMBER Hillsborough 732-8181 Chapel Hill 968-4501 Mebane 227-2031 Durham 688=7331 ------------------------------------------------------------------------------------------------------------------------ PURPOSE: To re-structure fees in the on-site wastewater program to meet new requirements set forth by the General Assembly in 1995 BACKGROUND: The Environmental Health Division currently charges fees for evaluations and permit issuance in the on-site wastewater program at the following levels: Soil/site evaluation(to test suitability) $120 Improvement permit(to install septic tank) and final inspection IQ Total $240 2 During the 1995 legislative session, the General Assembly changed the law and now the improvement permit is required to be issued at the time of the soil/site evaluation and a new step referred to as an "authorization to construct" is now required as an additional step in the permit process. Because of these changes,the staff now does more field work in the initial evaluation phase of development of a property and is asking that the fees be re-structured to reflect the work done as follows: Soil/site evaluation, layout and improvement permit $170 Authorization to construct and final inspection 70 Total $240 Based on these figures,the totals for the entire process will not change, but the different steps will more accurately reflect the work done. The Board of Health has already approved this change. RECOMMENDATION: Manager recommends that the Board approve the fee re- structuring to reflect work done because of changes in the General Statutes.
