PURPOSE: To receive the Manager' s Recommended Capital Improvements
Plan for 1996-2006 .
BACKGROUND: Each Spring, the Board of Commissioners reviews an
updated Capital Improvements Plan (CIP) , which upon formal adoption
each year in late June, budgets funds for the most pressing capital
facilities and equipment needs of the County and the two school
systems . Items typically included in the CIP are construction,
refurbishment, or purchases of buildings; land acquisition or
improvement; and major equipment acquisition and financing. The CIP
process offers the opportunity for periodic, scheduled review of long-
term capital needs, and permits timely acquisition and phased financing
of major assets .
For many years, the CIP was based on a five year planning horizon. For
the past two review cycles, the planning period has covered the next
ten years . The 10 year CIP horizon is consistent with the 10 year
planning period required for the new school space that is to be
financed, to a significant degree, by school impact fees . This has
improved the County' s ability to plan for the financing of a number of
new schools needed in the next few years due to substantial annual
growth in the County' s student population.
Staff will make a brief report on significant aspects of the proposed
1996-2006 CIP and respond to any Commissioner comments or questions .
No decisions are required at this time, although it would be helpful if
the Board can identify specific elements of the proposed CIP that the
Board believes will require additional research or information. Staff
envisions a public hearing and further discussion and deliberation
during future Commissioners ' meetings in April and May 1996 .

RECOMMENDATION: The Manager recommends that the Board receive the
recommended CIP as a report; identify elements of the CIP about which
the Board needs additional information; and lay out its desired
timetable for public hearing, additional discussion and deliberation,
and preliminary approval of the 1996-2006 CIP (formal approval would
come with the adoption of capital project ordinances at the June 26,
1996 regular Commissioners meeting) .
