PURPOSE : To advise the Board of Commissioners of the status of
the FY1995 CDBG Housing Rehabilitation Program.
BACKGROUND: One of the requirements of the County' s plan for CDBG
Program Administration for the FY1995 Housing Rehabilitation Program is
the provision of quarterly status reports on expenditures and
accomplishments to the Board of Commissioners . In order to comply with
this requirement, the Housing and Community Development Department will
submit these reports to the Board at the end of each quarter until the
project is completed.
This is the first report which covers the first and second quarters
which ended March 15, 1996.
RECOMMENDATION:
The Manager recommends receiving the report as information.

General Grant Administration
This grant was awarded in June 1995 and the Funding Approval
and Grant Agreement was executed on August 3 , 1995 . The
Funding Approval contained several conditions which needed
to be satisfied prior to the release of funds . These
included: environmental review clearance; citizen
participation complaince; floodplain determination; and
assurance that the weatherization funds designated for the
project were available. All of these conditions have been
met and the official Request for Release of Funds has been
forwarded to the N.C. Department of Commerce; Division of
Community Assistance .
In addition, a Citizen Advisory Committee was
established to provide assistance to the staff during grant
implementation as well as monitor grant activities. The
Citizen Advisory Committee has met twice during this
reporting period - December 1995 and March 1996 .
Housing Rehabilitation Activities
Staff also began determining eligibility of the targeted
families . Further, a Rehabilitation Consultant,
Construction Control Services, was hired to inspect the
targeted dwellings and prepare work specifications. Work
specifications have been completed for approximately five
(5) houses and bids are being solicited for this work. These
units are located at 5945 Craig Rd. ; 216 Hillsborough Ave. ;
181 West Hill Ave. ; and 2909 Hwy 70 East; 2608 St . Mary' s
Rd. .
