HomeMy WebLinkAboutAgenda - 03-21-1996 - 2 3/21/96 Agenda Item 2 POSSIBLE TIMETABLE FOR MAJOR ASPECTS OF SCHOOL CAPITAL ISSUES SCHOOL CAPITAL NEEDS ASSESSMENT * April 16 - Both school systems make presentations, at a regular Commissioners ' meeting, on updated school capital needs as part of a public dialogue on the need for, and timing of, the construction of new schools or new school space. * June 28 - Board of Commissioners approves the School CIP based on feedback from public dialogue, including need for, timing of, and cost of new school facilities . * Open Questions - Does the Board want to do anything more formal, with regard to needs assessment (such as appointing a committee to independently assess need and timing) , or will the April 16 public dialogue satisfy the requirement for needs assessment? If the County does elect to take further steps and use a committee, how would we identify and select suitable committee members? How would we balance the committee between advocates, skeptics, and those with no firm opinion about new school capital issues? If input from such a group is to be included in decision by the Board of Commissioners on long-term financing options, their work would have to be conducted in the July- August timeframe. SCHOOL CONSTRUCTION STANDARDS * Mid-April - All three elected boards provide feedback to School Construction Standards Work Group concerning preliminary recommendations on standards . * Mid-May - At regular meeting on May 14, and at bimonthly work session on May 16, Board of Commissioners, with participation from Boards of Education, conducts a public dialogue on school construction standards, and considers adoption of standards . * Late May-June - Board of Commissioners receives updated impact fee technical report at May quarterly public hearing and decides what changes, if any, to make in current impact fee schedule . SCHOOL CAPITAL NEEDS FINANCING OPTIONS * Late June - Board of Commissioners formally adopts 1996-2006 CIP, reflecting discussion and decisions to date on long-term school capital needs . * Mid-August - Board of Commissioners receives report on long-term financing options . * Mid-August - Considering decisions on capital needs and finance approaches to be pursued, Board of Commissioners makes final decisions about conducting a possible election to expand permissible uses of Chapel Hill-Carrboro district tax. CHANGES IN PERMISSIBLE USES OF CHCCS DISTRICT TAX PROCEEDS * Aug-Nov - If decision is made to pursue election, CHCCS conduct public education effort on reasons to expand use of district tax * Nov 7 - Election concerning district tax changes .
