Background At the February 26, 1996, Quarterly Public Hearing, the Board of County Commissioners amended the Impact Fee Ordinance. This revision allows the use of impact fees for renovating existing schools to provide additional student capacity. The Orange County School System is opening in July, Hillsborough Elementary School, the first year round school in Orange County. This school will be located in the old Stanback Middle School. This facility will need renovating and new furnishings, including the library collection, playground equipment, computers and wiring. The project budget through the end of June is $473,750, with $423,750 from Impact Fees and $50,000 from funds previously appropriated by the Board of Commissioners for renovations at the old Stanback School. Note that the Board of Commissioners had appropriated $50,000 from impact fees for a new elementary school. This prior appropriation of$50,000 from impact fees is being combined with the additional $373,750 in impact fees and the $50,000 in pay-as-you-go capital funds. Recommendation The Manager recommends that the Board of County Commissioners adopt the capital project ordinances appropriating impact fees for renovations of Hillsborough Elementary School. 2 A.L. Stanback Renovation Orange County Schools Capita/ Project Ordinance Project Numb 64-860-7014 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted. Section 1. The project authorized completes the renovation begun in 1990 of the present Stanback facility.The project will be financed with proceeds from the Schools portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from General Fund(1995-96) $50,000 Section 4. The following amount is appropriated for this project: A.L.Stanback Renovation $50,000 Transfer to Hillsborough Elementary School ($501000) Section 5. This ordinance shall be in effect from the date of adoption until June 30, 1996. Section 1. The project authorized provides funds to address future elementary school space for the Orange County School System. The project will be financed with proceeds from the Schools'portion of the one half cent sales taxes and impact fees Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from Impact Fees Fund(1995-96) $423,750 Transfer from A.L.Stanback Renovation(1995-96) $50,000 Total Revenue S473.75 Section 4. The following amount is appropriated for this project: New Elementary School $473,750 Section 5. This ordinance shall remain in effect from the date of adoption until June 30, 1996.
