Draft Revised Personnel Ordinance
Article III, Section 1.0, The Work Week
CONDITIQNS OF EMPLOYMENT
1.0 j ,WEEK
1.1 The standard work week shall be from 12:01 a.m. Mondany until 12:00 midnight
on Sunday,a time span of seven(7)consecutive twenty-four(24)hour periods.
Exceptions may be granted by the County Manager in an effort to meet
scheduling needs and be in compliance with the Fair Labor Standards Act.
1.2 The County's business hours are from 8:00 a.m. until 5:00 p.m.,Monday
through Friday. The department head sets a regular weekly work schedule
for each employee to maintain the staffing needs for the department's full
operation during the County business hours, and meet the operational needs
of the department. Exception: Law Enforcement Officers and Emergency
Management Services employees'work schedules are established by the
respective department head and approved by the County Manager.
The employee's work schedule is subject to the following conditions:
► A full time employee is regularly scheduled to work 40 hours each
work week.*
► The regular work schedule must include at least a 30 consecutive
minute meal period during which the employee is free from duty.
• The department head or supervisor is responsible for the
department's effective operation and supervision and security of
employees during all time employees are scheduled to work.
► No employee will be regularly scheduled to work between the hours of
12:00 a.m. and 5:00 a.m. with the exception of employees in the
Sheriff's Department and Emergency Management Services.
1.3 Each department is responsible for having a department work scheduling
plan. The County Manager may periodically request each department to
submit its work scheduling plan for review.
* Except as provided for the Soil and Water Conservation District

ARTICLE III
CONDITIONS OF EMPLOYMENT
1.0 THL WORKWEEK
1.1 The standard work week shall be from 12 : 01 a.m.
Amended Monday until 12 :00 midnight on Sunday, a time span of
1119189 seven (7) consecutive twenty-four (24) hour periods.
Exceptions may be granted by the County Manager in an
effort to meet scheduling needs and be in compliance
with the Fair Labor Standards Act .
1.2 The standard work hours shall be from 8 :00 a.m. until
5: 00 p.m. with one hour for lunch. Exception: Law
Enforcement Officers and Emergency Services employees'
work schedule shall be established by the respective
department head and approved by the County Manager.
1.3 Full-time employees normally work five (5) eight (8)
Amended hour days per week. Department Heads may elect to
3/5/89 establish for his/her employees a flexible work
schedule to consist of a pre-determined schedule of
nine consecutive hours between 7:30am and 6 :00pm, with
one hour for lunch break each day, Monday through
Friday. The first consideration in establishing a work
schedule and in permitting any variation from it is
providing adequate staffing to maintain County office
hours of 8am to 5pm and the needs of the work unit .
Consistent with that need, consideration should also be
given to the needs and the preferences of the employee.
With the approval of the Department Head a schedule
will be established for each employee which provides
for a 40 hour workweek.
A motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis to
approve the resolution as stated below which authorizes the submission of the CDBG Application on or about
March 11, 1996 and authorizes the Chair to sign the document on behalf of the Board upon approval by the
County Attorney.
RESOLUTION AUTHORIZING AN APPLICATION FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS
NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners of Orange County,
that an application for Housing Development grant funds from the N.C. Department of Commerce is hereby
authorized. Specifically, funds will be requested for the installation of public infrastructure for a small
subdivision being developed by Habitat for Humanity of Orange County, Inc. in the Efland community. The
amount to be requested will not exceed $250,000. The application will be submitted on or about March 11,
1996.
FURTHER, the Board of Commissioners of Orange County authorizes the Chair of the Board of
County Commissioners to sign the application document upon approval by the County Attorney.
VOTE: UNANIMOUS
VIII. ITEMS FOR DECISION -CONSENT AGENDA
A motion was made by Commissioner Crowther, seconded by Commissioner Halkiotis to approve
those items on the Consent Agenda as stated below:
A. APPOINTMENTS
The following appointments were approved:
Human Relations Commission - Sue Russell for a term ending December, 1998
Human Relations Commission - Gloria Faley for an unexpired term ending December,
1996.
Human Services Advisory Commission - Phil Cooke, Karen Taylor, Tony Dalton and Bev
Foster for terms ending March 30, 1999.
B. COMMUNITY-BASED PUBLIC HEALTH INITIATIVE -YEAR FOUR GRANT
The Board approved and authorized the Chair to sign a contract between the University of North
Carolina - Chapel Hill and the Orange County Health Department to fund year four of the Community-Based
Public Health Initiative. The aim of the program is to improve the health of African American members in the
Efland-Cheeks and Cedar Grove communities and to strengthen the capacity of community-based groups to
assess and address their own unique health related problems.
C. PHASE 2 CHARLES'WOODS SUBDIVISION -PRELIMINARY PLAN
The Board approved the Preliminary Plan for Phase 2 Charles'Woods Subdivision in
accordance with the resolution as presented in the agenda. The property is located on the east side of
Dumont Drive in Eno Township. The approved concept plan involved 52 lots with a total area of 81.2 acres
proposed to be subdivided. This phase includes 17.30 acres. Twelve (12) lots are proposed which average
1.26 acres in size. All lots would have individual wells and septic tanks.
D. FAIR HOUSING PLAN
The Board approved and authorized the Chair to sign the Fair Housing Plan which is required of
all participants in the N.C. Small Cities Community Development Block Grant Program.
E. PERSONNEL ORDINANCE REVISION -THE WORK WEEK
The Board approved the revision to the Personnel Ordinance Article III, Section 1.0, The Work
Week, covering work schedules as presented in the agenda, effective April 1, 1996.
F. PERSONNEL ORDINANCE REVISION_ SHARED LEAVE
The Board approved the new Personnel Ordinance Article IV, Section 22, Shared Leave
effective April 1, 1996 as presented in the agenda.
