Small Cities Community Development Block Grant Program and authorize the Chair to sign the document on behalf of the Board. Background: Recipients of CDBG funds are required to develop and implement a Plan to Affirmatively Further Fair Housing. The County's last plan was approved on June 29, 1992. In order to comply with the fair housing requirements of the Community Development Block Grant Program, this update must be approved by the Board of County Commissioners and submitted to the N.C. Department of Commerce, Division of Community Assistance for approval. First Time Past Activities X I1 . Identify and analyze obstacles to affirmatively furthering fair housing in recipient ' s community . (Use additional pages as necessary . ) The primary obstacle to furthering fair housing in Orange County is the difficulty in informing the general public of . the protections provided under the Federal Fair Housing Act. Traditional methods including community forums, printed materials and printed materials, posters and media announcements have been used in the past with some success . However, it remains a challenge to reach all citizens, particularly those in rural areas. Page 1 of 3 Pages ' 3 III . Briefly describe the activities that the recipient will undertake over the active period of the grant to affirmatively further fair housing in their community. A time schedule for implementation of these activities must be Included. Activities must be scheduled for imple- mentation at least on a quarterly basis . (Use additional pages as necessary. ) First Quarter 1996 (Jan-March) _. Complete the Analysis of Impediments document, in consultation with the County' s Human Rights and Relations Department, as required by HUD for all HOME participating jurisdictions. Hold Community Forum to solicit input from citizens regarding the perceived barriers to fair housing choice. Second Quarter 1996 (.April-June) Discuss Analysis of Impediments with community groups and other interested parties. Plan a Fair Housing Month (April) activity. Begin work on Fair Housing Action Plan. Third Quarter 1996 (July - September) Disseminate fair housing pamphlets and posters from the N.C. . Human Relations Commission and the local Human Relations Commission to local non-profit organizations, banks, and realtors . Fourth Quarter 1996 (October - December) Present highlights of the Fair Housing Action Plan to interested citizens and community groups . IV. Describe recipient ' s method of receiving and resolving housing discrimination complaints . This may be either a procedure currently being implemented or one to be implemented under this CDBG grant . Include a description of how 'the recipient informs the public about the complaint procedures . (Use additional pages as necessary. ) 1. Any person or persons wishing to file a complaint of housing discrimination in Orange County may do so by contacting the Orange County Department of Human Rights and Relations, the N.C. Human Relations Commission or the U.S. Department of Housing and Community Development of the alleged discriminatory act or practice; 2. The Orange County Housing and Community Development Department will assist citizens file formal written complaints to the N.C. Human Relations Commission or the U.S. Department of Housing 'arid Community Development. 3. The Housing and Community Development Department will offer assistance to any of the above agencies in the investigation and reconciliation of all housing discrimination complaints which are based on events occurring in Orange County. 4. For time to time, the Housing and Community Development Department will publicize the agencies which receive housing discrimination complaints.
