Fikes, 2490 Application Summary Resolution TELEPHONE NUMBER Hillsborough 732-8181 Chapel Hill 968-4501 Mebane 227-2031 Durham 688-7331 ----------------------------------------------------------------------- PURPOSE : To receive comments from the public concerning a FY1996 Community Development Block Grant Program Application in the Housing Development category and to approve a resolution authorizing submission of the formal application document on or about March 11, 1996. BACKGROUND: Community Development Block Grant (CDBG) funds for the Housing Development program category are available from the N.C. Department of Commerce. A public hearing was held on January 16, 1996 to receive citizen comments prior to developing a grant application. At that time the Executive Director of Habitat for Humanity asked for funds to assist the organization in developing a small subdivision in Efland. The BOCC directed staff to proceed with application development for this project. The proposed project will provide the necessary street, water and sewer improvements for the construction of five single-family homes in Efland by Habitat for Humanity of Orange County, Inc. . An application summary is attached to provide more details. The total anticipated cost is approximately $250, 000. A second public hearing is required after the grant application is prepared in order to receive additional comments prior to submission. Advertisements of this hearing have been placed in local newspapers . RECOMMENDATION: The Manager recommends the following: 1 . Receive citizen comments as additional information. 2. Approve the resolution authorizing submission of the CDBG Application on or about March 11, 1996 and authorize the Chair to sign the application document on behalf of the Board upon approval by the County Attorney. 2 f. Application Summary Housing Development Program Efland Estates, Phase II Description Habitat for Humanity of Orange County, Inc (HHOC) plans to acquire a 4 . 67 acre site off Gregg St. in the Efland community for the development of ten single family homes . In the beginning phase, HHOC will develop five lots, approximately 40, 425 square feet, by building single family homes for low income first-time homebuyers. 3 - Three bdrm. units - 1050 sq. ft. $46, 000 2 - Four bdrm. units - 1200 sq. ft. $52, 000 Habitat will raise the funds necessary for actual construction and will build the housing utilizing their sweat-equity method. Housing development funds are being sought to finance the infrastructure necessary in this small subdivision. Specifically, the proposed activities are street improvements including paving and water/sewer installation. The area is presently served by Orange Alamance Water System and the Efland sewer system which can be extended to serve the proposed community. TOTAL ESTIMATED COST 1 . Mobilization @ 5% $ 5, 000 2 . Water tap fees 1, 750 TOTAL PROJECT COSTS $ 132, 750 Grant Administration $ 13, 000 TOTAL COSTS $ 145,750 3 1 RESOLUTION AUTHORIZING AN APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners or Orange County, that an application for Housing Development grant funds from the N.C. Department of Commerce is hereby authorized. Specifically, funds will be requested for the installation of public infrastructure for a small subdivision being developed by Habitat for Humanity of Orange County, Inc. in the Efland community. The amount to be requested will not exceed $250, 000 . The application will be submitted on or about March 11, 1996. FURTHER, the Board of Commissioners of Orange County authorizes the Chair of the Board of County Commissioners to sign the application document upon approval by the County Attorney.
