PURPOSE : To receive comments from the public concerning a FY1996
Community Development Block Grant Program Application in the Housing
Development category and to approve a resolution authorizing submission

BACKGROUND: Community Development Block Grant (CDBG) funds for the
Housing Development program category are available from the N.C.

funds to assist the organization in developing a small subdivision in
Efland. The BOCC directed staff to proceed with application development
for this project.
The proposed project will provide the necessary street, water and sewer
improvements for the construction of five single-family homes in Efland
by Habitat for Humanity of Orange County, Inc. . An application summary
is attached to provide more details. The total anticipated cost is
approximately $250, 000.
A second public hearing is required after the grant application is
prepared in order to receive additional comments prior to submission.
Advertisements of this hearing have been placed in local newspapers .
RECOMMENDATION:
The Manager recommends the following:
1 . Receive citizen comments as additional information.
2. Approve the resolution authorizing submission of the CDBG Application
on or about March 11, 1996 and authorize the Chair to sign the
application document on behalf of the Board upon approval by the
County Attorney.
