PURPOSE: To designate the week of March 3 through 9 , 1996 , as
Severe Weather Awareness Week, in Orange County .
BACKGROUND:
Governor James B . Hunt, Jr . has proclaimed the week of March
3 through 9 , 1996 , as Severe Weather Awareness week. A
statewide tornado drill will be held on March 6 , 1996 . The
drill consists of practice watches and warnings being issued
by the National Weather Service and broadcast to the public
over radio and television stations . The purpose of the
drill is to heighten citizen awareness and allow their
participation by practicing movements to safe areas in their
home or office . All county schools typically exercise their
tornado plans during this plan.
RECOMMENDATION:
The Manager recommends the Board adopt the proclamation
designating the week of March 3 through 9 , 1996 , as
Severe Weather Awareness Week, in orange County and
encourage citizens to learn more about tornados .

A PROCLAMATION
SEVERE WEATHER AWARENESS WEEK
MARCH 3 THROUGH 9 , 1996
WHEREAS, Governor James B . Hunt, Jr . has proclaimed the week of
March 3 through 9 , 1996 , as Severe Weather Awareness
week, and
WHEREAS, Orange County is vulnerable to severe weather ,
including the devastation of tornados, and
WHEREAS, The devastation of the tornado on November 23 , 1992 ,
is still easily remembered, and
WHEREAS, The need for citizens to learn more about tornados and
how to protect themselves should be emphasized, NOW
THEREFORE, The Board of County Commissioners hereby designate
the week of March 3 through 9 , 1996 , as Severe Weather
Awareness Week, and encourage all citizens to learn
more about tornados and be aware of the dangers of
severe weather , especially during the spring season.
Adopted this day of 1996 .

BY THE GOVERNOR OF THE STATE OF NORTH CAROLINA
A PROCLAMATION
WHEREAS,North Carolinians know severe weather cannot be controlled. Rain,floods.
ice and snow events all struck much of our state before January ended,taking the lives of several
citizens. North Carolina will experience more severe weather this year,and
WHEREAS,tornadoes are another form of severe weather. Twenty-two tornadoes struck
North Carolina last year. These storms,lasting just a matter of moments,are one of nature's
most terrifying displays;and
WHEREAS,our capabilities for identifying and tracking these stoners have gotten better.
But it is everyone's responsibility to know the proper actions to take should a tomado threaten.
By being aware and prepared,we can save lives and mm==' injuries;and
WHEREAS,the multi-agency commitment to public awareness regarding the dangers of
tornadoes is to be commended. The Division of Emergency Management within the North
Carolina Department of Crime Control and Public Safety,the North Carolina Department of
Public Instruction,and the National Weather Service have joined forces to inform and educate
North Carolinians about tornado safety;
NOW,THEREFORE,I,JAMES B.HUNT JR..Governor of the State of North Carolina.
do hereby proclaim March 3-9, 1996,as"Severe Weather Awareness Week"in North
Carolina,and urge all citizens to participate in its observance by availing themselves of
information that will contribute to the preservation of life and property.
