PURPOSE: To consider renewing a Cable TV Services Agreement with
Triangle J Council of Governments (TJOG) .
BACKGROUND: Orange County and other local governments in Region J
are a part of the TJCOG Cable TV Consortium which shares
consulting services. TJCOG, through a consultant,
serves Orange County and other local governments by
reviewing cable rates, conducting cable TV franchise
renewal activities; performing technical audits of the
cable companies distribution system; and representing
the County' s interest in cable TV matters .
On December 5, 1994 the Board of Commissioners entered
into a Cable TV Services Agreement with TJCOG for
calendar year 1995 . The agreement was for a term of
one year with a renewal for an additional year. Last
year the County paid $9, 248 . 74 for several cable rate
reviews and franchise renewal activities which required
monthly communications among consultants, county staff
and the cable TV committee throughout the year.
In calendar year 1996, we anticipate cable rate reviews
and extensive negotiations with cable companies
regarding franchise renewals. The project cost for 1996
is $9, 624 . 00 . Funds were included in the 1995-96 fiscal
year budget for this service. Cable TV franchise fees
paid to the County by Cable Companies in 1995 totaled
$126, 607.
RECOMMENDATION(S) : The Manager recommends that the Board approve the
continuation agreement for calendar year 1996
with Triangle J Council of Governments for Cable
TV Services at the cost of $9, 624 . 00 .

CONTINUATION OF CABLE TELEVISION
(TJCOG CATV) FRANCHISE RENEWAL
SERVICES AGREEMENT
Whereas, Orange Cojmt is responsible for regulation of basic rates and
customer service standards under a franchise with its cable television service
provider as set forth in the Cable Communications Policy Act of 1984 and the
Cable Television Consumer Protection and Competition Act of 1992; and
Whereas,Triangle J Council of Governments (TJCOG) provides technical,
consulting and legal services relating to cable regulation and refranchising to
cities, towns and counties generally within the Triangle J region; and
Whereas, Orange County participated in the TJCOG cable television rate
review and refranchising program during 1995 and desires to continue
participation in 1996;
Now therefore, Orange Co=Magrees to continue its participation in the
TJCOG cable television rate review and refranchising program during calendar
year 1996 and further agrees to pay TJCOG $9.624.00 as its share of the cost of
the program.
