No ATTACHMENT(S): INFORMATION CONTACT: PAM JONES, ext.2650 BID TABULATION WILBERT MCADOO 2625 Telephone Number- Hillsborough 732-8181 Chapel Hill 967-9251 Mebane 227-2031 Durham 688-7331 PURPOSE: To award a bid for the replacement of all copper water piping at the Northern Human Services Center,Cedar Grove. BACKGROUND: The water supply at the Northern Center has an unacceptable copper content, which can be alleviated through the installation of PVC per. The water bm were replaced with copper lines a few years ago, however, the acidic nature of the water at this site reacting with the capper piping makes their continued use unfeasible. The options explored include: • Replacing the copper piping with PVC;or • Treating the water supply to mitigate the high copper content. Due to the ongoing treatment cost as well as the potential liability for not treating the water appropriately, the replacement option was recommended. The scope of work covered by this bid will include not only re-piping all water lines in the facility, but will also allow the installation of internal storage tanks, which will allow us to abandon the use of the existing elevated water tower as our source for potable water. Note: the water tower will be left operable for use by the fire department, however, the maintenance will be significantly less since we will no longer need to paint the interior of the tank. Bids were solicited from sic plumbing contractors, with three responding. The complete results are included on the attached bid tabulation. It is recommended that the bid be awarded to Sparrow and Sons Plumbing at a total cost of$30,001. This recommended award amount accepts both deduct alternates. Explanation of the alternates is as follows: • Alternate#1: Provides that seven smaller storage tanks be used rather than one large tank. This is favorable to the County, since it provides for backup in the event the large tank becomes inoperable for any reason. • Alternate#f2: Allows the contractor to phase the construction, which would have only part of the facility shut down at one time. Also allows for the reuse of pipe hangers. Both of these items are acceptable to the County. Funds for this work are presently available through the 1995-96 Capitial Improvements Plan. RECOMMENDATION: The Manager recommends that the Board award the bid for water line replacement at the Northern Human Services Center to Sparrow and Sons Plumbing at a total cost of$30,001; and authorize the Chair to sign on behalf of the Board. m w ao aw OM OZ o A ° z m - m 9 m mc $ z f m : y C r m m x < M w M c 3 M z Cf N n --j z m M -r m y N °zm Oz v; T a D 2 m r m `> o0 [ h y r tT► Q m y co g ,. m N
