BACKGROUND: North Carolina General Statute 105-369(a)requires the tax collector to report to the governing board the total amount of unpaid taxes for the current year that are liens on real property. Upon receipt of this report,the governing board must order and set a date for the lien advertisement. District taxes and municipal taxes collected by county tax collectors are regarded as county taxes for the purpose of lien advertisement. Tax liens may be advertised any time between March 1 and June 30. Early advertisements are more effective in encouraging payment of taxes than are advertisements during the three subsequent months. RECOMMENDATION: Approve the report and set the lien advertisement date for March 6, 1996.
