Purpose: To identify and invite potential stakeholders to serve on a task force to make
recommendations to the Orange County Board of Commissioners for implementing
changes in public assistance and other human service programs.
Background: Anticipated federal and state changes in the funding and administration
of various human services programs will require comprehensive planning and priority
setting by local governments and communities. Therefore, a task force will be convened
for 90 days to make recommendations to Commissioners on the following issues:
1. Measurable county-wide outcome in human services.
2. Human Service priorities for the county and the acceptable minimum service levels
(safety net) for children and facilities.
3. Inventory of current resources and gaps in resources as related to the minimum
service levels for children and families.
The task force will convene when the Federal budget and reform legislation are finalized,
but no later than February 29, 1996. A trained facilitator will assist the task force to
achieve its goals within the specified time frame.
Recommendation: Approve the Welfare/Human Services Reform Planning Process as
outlined in the attached documents.

WELFARE /HUMAN SERVICES REFORM
PLANNING PROCESS
Purpose: To bring stakeholders from the public and private sectors together to make
recommendations for implementing changes in public assistance and other human service
programs.
Objectives of Process:
1. Development of measurable county-wide human service outcomes.
2. Identification of and consensus on human services priorities for the county and the
acceptable minimum service levels (safety net)for children and families.
3. Inventory of current resources and gaps in resources as related to the minimum
service levels for children and families.
Process:
1. Identify and invite stakeholders, including recipients, to serve on a task force to make
recommendations to the Commissioners on the above stated. This group shall be
representative of the community and the human services delivery system.
2. Request that work group report back to the Board of County Commissioners within
90 days of convening with its recommendations. The task force shall convene when
Congress passes the Federal budget and reform legislation.
3. The task force shall be directed in its work by a Chair and Co-Chair as well as a
facilitator. Representatives from the Orange County Human Services Management
Team shall serve as consultants for the task force.
