PURPOSE: To receive a report on the proposed Historic Preservation Element of the
Comprehensive Plan which is tentatively scheduled for the February 26 public
hearing. Dale Jaeger, Principal of the Jaeger Company will present the draft
Preservation Element and answer questions.
BACKGROUND: In May, 1994,the County was awarded a fourth Survey and Planning Grant from
the NC Department of Cultural Resources for preparation of a Preservation Plan
for the county. In October, 1994 the Jaeger Company (TJC) of Gainesville,
Georgia was hired to produce a plan to be incorporated into the county's
Comprehensive Plan.
During the initial phase of Plan development, the consultants collected relevant
data on the history and prehistory of Orange County and examined the
inventories of historic architecture and archeological sites. They also assessed the
threats and opportunities affecting the county's cultural resources.
In March, 1995,TJC staff met with the Planning Department staff'and members
of citizen advisory groups, boards, and commissions to obtain input on the status
of historic preservation in the county. Three (3) public meetings hosted by the
Historic Preservation Commission were conducted in early May to discuss the
attitudes and concerns of citizens related to historic preservation. Goals and
objectives were proposed based on the issues that emerged during exchanges with
staff, appointed/elected officials, and interested citizens.
If the Historic Preservation Element is adopted, it will be used to guide historic
preservation efforts in the future, and to provide a comprehensive program of
work for the Historic Preservation Commission and Planning Staff.

During the last fifteen months, TJC has worked closely with the Historic
Preservation to produce the Historic Preservation Element. Final revisions and
preparation of maps and graphics have been completed by TJC,and the final draft
of the Historic Preservation Element will be unveiled at the meeting. Copies for
the Planning Board,Historic Preservation Commission,and interested citizens will
be distributed the week of January 16 to allow for review and preparation of
comments in anticipation of the February 26 public hearing. The Plamzing
Department will present an advertisement for the public hearing for your approval
at the February 5 meeting.
