The Orange County Board of Commissioners met in regular session, on i5onday,
August 7, 1950, at 10 o'clock A. tt., in the Commisei oners' Room at the Court-
house. tlembers present were Collier Cobb, Jr., Chairman> Ben F. }yil son end
H. G. Larrs, Commissioners.
The minutes of the July meetings were read and approved.
Glr. G. 0. Reitzel presented s road petition asking that the State Highway
& Public 1'lorks Commission tape over, rock, and maintain a rood in Hillsboro
Tovmship, running from a point in front of Pav1 Shslton's on Highway 70 and
intersecting erith Highway 70, a distance of 1/10 of a mile.
A road petition was presented asking that the State Highway and Public
47orks Cosmuasion take over and maintain e road in Chapel Hil]. Toraship, running
from the Airport Road, Northwest, and knocm es the Old Ridge Roed. Length of
road: 0.5 of a mile.
A road ne ti tion was presented asking that the State Highway and Public

.ing from S1. C. Highway 54-Celvender Hoed to Hickory Grove Baptist Church,

No action was takon on any of the above petitions.
?,ir. R. 0. Dnniol of Cedar Grove Tocroshin, appeared to inquire about e road
petition that had been presented about e year ago calling for e road running bg
hie house. The Board informed Idr. Daniel that this ne ti ti on had not been ap-
proved but erould be investigated at a later date.
h1r. Don S. tiietheson, County Farm Agent, appeared end gave e brief report
on the farm conditions in the Cotmty. He stated that the tobacco crop eras good
poundage normal and that prices on the Eastern tSarltets erere good. He also ro-
ported that the nevr variety of black sham; resistant tobec co had nr oven very
aetisfactory) and that the surplus of mills had limited the es tabliahment of
Grsde A dari es.
11rs. Jean Lt. Hee r, Superintendent of Public Ylel fare, presented a copy of
a letter written to Bhoriff S. T. Latta and signed by the Board of Stelfare
asking that the Sheriff put forth a greater effort to locate end bring to trial
men who have deserted their families. The letter cited savor such cases in trhi c]
tho Ylelfere Board had spent e total of $8,621.05 in support of their femilio s.
h1rs. Neer requested that the Board of Commissioners go on record as approv•
ing this letter. The Board Sailed to concur with this request but promised to
talk with the Sheriff and the Judge of Recorder's Court with reference to this
met ter.
Upon motion, duly seconded, the follotting changes in Aid to Blind Grants
were unanimously approved:
Lsscille Diacklin and Jesse Pratt terminated duo to Clients' mov Sng
to Durham County.
Grant of Julia Pi Sher decreased from ~~30.00 per month to .$`10.00 per
month.
Benhronie E11 en Sykes increased irom x29.00 per month to ~~30.00 per
month
1+firsie Terrell increased from X19.00 oar month to $23.00 per month.
Cdilli¢m BenJemin Holt accepted for i?15.00 per month.

G1rs. Kathryn Hamrick, Home Demonstration Agent end L1iss Virginia Cathay,
Assistant Home Demonstration Agent> appeared and made a brief report on the
work being done through their organs zetion.
Upon motion of Commissioner 47i1 son, duly seconded by Cottmni ssioner Laws,
and unanimously passed that Inr. Archie Royal Davis,. Architect, be, and ha is
hereby authorized to prepare plans end specifications for heating the present
Courthouse, and advertise for bids on same.
Upon motion, duly seconded, it is hereby ordered that .Herein Phelps be
paid x15.00 for 25 young hens billed by doge.
Upon motion, duly seconded, it is hereby ordered that R. C. Daniel be paid
vu1.0.00 for two turkey hens killed by dogs.
Upon motion of Commissioner Lavrs, seconded by Commissioner ~7il son, that
A. L. Stainbaclt, Principal of Hillsboro Colored High School, be permitted to
remove the Comoosi ti on Ceiling, Celo tax and pine ceiling from the inside wells
and overhead from the office formerly used by the Board of Education, to be
used in the Colored Public Library Building located on the Colored High School
property.

Anderson, Colored Orange County Demonstration Agent appeared.
Lir s. Lorra advised the Hoard that tSrs. Anderson had resigned of fe ctive
August 31st, and recommended to the Hoard that nits. Davis be appointed to fill -~
said vacancy, effective September 1, 1950.

seconded by Commissioner Larrs end unanimously Passed that Mrs. Davis be flppointe
Colored Home Demons tratioh Agent for Orange County 'effective September 1, 1950•
Upon motion of Commissioner YJSlson, duly seconded by Commissioner Larrs and '
une.nimou sly passed that the printing of del incuent tax payers be awarded to
the IJews of Orange County.
Upon motion of Commissioner Larrs, duly seconded by Commies loner V'fil son end
unanimously nos sad th¢t all buildings, fencing, posts end other structures
located on the property of Orange County sitva tad on the Eest slde of Chur ton
Street and on the South side of idargaret Lene 1n the Town of H111 sboro be sold.
The conditions of the sale are as follows:
1. The terms of the sale to be cash upon confirmation> and all bids must
be accompanied by e deposit of either cash or a certified check in an amount
equal to 15~ of .the bid.
2. All buildings, structur@s, lumber, mate ri¢ls, debris, etc., must be
completely and cleanly removed from the lot and within a per iod o_° forty days
Srom the date of the contract of sale,
3. A peri ormnnce bond with sufficient surety in the sum of One Thousgnd
Dollars (01,000.00) rrlll be rewuired from the successful bidder anon the execu-
tion of the contract.

open and consider sealed bids on the above property.
Upon motion of Commissioner Laws, duly seconded by Corrm:i ssionsr I'filson, the 'JI
following resolution was unanimously adopted: ~
Resolved: That 4Yherees,-the intersection of U. 5, Highway 70 and
the St. Mary's Road, East of the Town of Hillsboro, has proved to be
one of the most dangerous in Orange County, and that recently four auto-
mobile collls ions have occurred at said intersection within a period of
tlss^ee weeks resin t;ing in the death of one person and serious injury to
another and also property damage; end
That i'lho tea s, this Board is of the opinion t}~at there are not suf-
ficient or adequate warning signs end devices et the said intersection
end that immediate action should be tai<en by the 14orth Carolina State
Highnay and Public Florks Commission to remedy the situation;
How Therefore, the 3oerd of Commissioners of Orange County does -
hereby respectfully request the 27 orth Carolina State Highway ¢nd Public
^lorks Commission to, as soon as possible, consider this matter and to
ta;ce measures which vrill give further protection to the trave111ng public
on said High:vays at s¢id int~rsec lion.
Upon aotion of Comml ss ioner Larrs, end seconded by Commissioner 4'lilson, the
f ollorring resolution rres unanimously adopted:
RESOLVPJ> That whore ¢s e farm of Orange County Superior Court for
the trial of both criminal end civil cases is scheduled to convene on
August 21, 1950; end
V1iiEREAS, a term of the Sumer for Court of Oranro County fen the trial
of civil cases is scheduled to convene on August 29, 19$0; and
6'H~'REAS, the members of the Har of Orange County have petitioned the
Board of Comunissioners o£ Orange County to ask for the cancellation of
the said term of court set to convene on August 21y 1950, subject to the I~
approval of Honorable ii. H. Pdur dock, Solicitor of she District, and have
ne titioned the said Board to ¢sk for the cancellation of the term of court .-%
set to convene on August 28, 1950, for the reason that very few cases
of that civil or criminal could be disposed of at the said terms; and
4'1f~REAS, the said ::. H. Lfurdock, Solicitor, has also requested that
the term scheduled to convene on Auryust 21, 1950 be cancelled; and
and its citizens to call oif and cancel the said terms of court vrhich
are set to convene on August 21 and August 28, 1950, do hereby respect-
fully ask and request His Excellency, Y1. iierr Scott, Governor of the
State of SSorth Caroline, for the cancellation of the said terms of
court for the reasons he reinbefore set forth.
It is ordered that certified cony of this resolution be submitted
to the Governor.
Upon motion of Cormri ssioner C/ilson, duly seconded by Commissioner Lnws,
end ell members votin in the affirmative, the following resolution levying
taxes for the year 190-1951 is adopted.
On each roll the sum of $2.00

In ad3l lion to the above levies, the maximum amounts of tezes allowed to
be levied under Schedule H of the Revenus A.et of 1939, as amended, are hereby
levied. The County Tax Collector is hereby authorized and instructed to colle ci
the maximum taxes as provided by said State Revenue Act.
On motion of Commissioner Lerrs, seconded by Commis ai oner Yrils on, end all
members of the Hoard voting in the affirmative, the follocring resolution cover-
ing apnropriat ions for the fiscal year 1950-1951 is ¢dopted, to-rrit:
That Orange County appropriate for its budget for the fiscal year begin-
ning July 1, 1950 and ending Tune 30, 1951, the follocring emaunts, to-wit:
For General County Fund the sum of ~ 55, 75.00
For Public Health Fund the sum of S 11,.}00.00
For Superior Courts and Jail the sum of 9,950.00
.For Recorder's -0ourt Pund the sum of 4,400.00
Por Salary Fund the sum of a 1il., 370.00

That the above appropriation to the Salary Phu:d of 5Aa41,370.p0, is derived
by using en unencumbered balance of 52,886.19 and other revenues such es commis
slope and Teas to the amount of 519,938.42 with an appropriation from the
General County Fund of 5018, 5h5.39 wni ch amount is necossatg to r¢i se the total
needed for county salaries. This ¢pproprietion of 518,545.39, is hereby speci-
fically transferred from the General County Fund Revenue to the Salary Fund,
and said amount is in addition to the 555,375.00 rich appears in the above des
cribed budget under the heed of Gene rel County Fund.
That in the above eppropriati ens for schools, as rri 11 be sh ovrn in detail
by reference to School Budget statements which have been filed by Orange County
Hoard of Educeti on, end which have bean approved by this Hoard, it is determine
that Chapel Hill Snec isl Charter District shall receive under the head of Cur-
rent Expense the sum of $19,950,21 and under the head of Capital Outlay the sum
of 5^725,000.00.
That under the he¢d of Y/elfare in the above adopted budget the total an-
proprietion by Orange County amounts to N47, 438.00, which amount added to the
funds to be made available bq the Federal Government end the State of North
Carolina in the amount of 5147,830.00 will make a total L"elfare Hudget of
,1,195,268.00.
It was stated that the next regular meeting mould be held Tuesday, Heptem-
ber 5, 1950.
