Purpose: To consider amending the Orange County Classification and
Pay Plan by adding the new class of HVAC (Heating, Ventilating
and Air Conditioning) Mechanic at Salary Grade 65.
Background: In the past the Public Works Department has used a Senior
Building Maintenance Mechanic position to meet heating and air
conditioning maintenance and repair needs, supplemented by
the use of outside contractors for the more technical work. Over
time the heating and air conditioning maintenance and repair
workload has increased and become more technical. For
example, certification now is required to carry out freon recovery.
As a result this position has become increasingly specialized in
heating and air conditioning and the need exists for even more
technical capability to perform work in house.
At the same time as these changes have occurred, salaries and
demand in the labor market for trained heating and air
conditioning mechanics have increased. The County has not
been able to recruit and retain a qualified, experienced heating
and air conditioning mechanic at the Senior Building
Maintenance Mechanic level.
To recruit and retain an employee to perform the needed heating
and air conditioning duties, the Public Works Department has
requested that the now vacant Senior Building Maintenance
Mechanic position be classified as an HVAC Mechanic and
require certification in freon recovery and HVAC licensing.
The HVAC Mechanic's general duties will consist of
maintaining, repairing, and installing heating and air conditioning
equipment. This includes establishing and maintaining a
preventive maintenance schedule, analyzing building heating
and cooling systems, and recommending modifications to
achieve better operation and energy efficiency.
The HVAC Mechanic will enable the Public Works Department to
perform more heating and air conditioning maintenance,
installation and repair with in-house staff and reduce use of
outside vendors which will result in cost-savings for the County.
Also the time that it takes to respond to the County's HVAC
needs will be decreased with the use of an in-house employee.
The Personnel Department has completed the requested
classification and pay study of the proposed HVAC Mechanic.
Based on the classification review and review of available labor
market information, it is recommended that the new class of
HVAC Mechanic be established at salary grade 65. The
recommended salary grade for the HVAC Mechanic class is
based on salary survey information obtained from public
employers and comparison with other classes in the Orange
County Classification and Pay Plan.
Upon approval of the class of HVAC Mechanic, the existing
vacant Senior Building Maintenance Mechanic position at grade
63 will be reclassified to HVAC Mechanic at grade 65.
Recommendation: The Manager recommends the Board amend the classification
and Pay Plan by adding the new class of HVAC Mechanic at
Salary Grade 65.

HVAC MECHANIC
GENERAL DEFINITION OF WORK:
Performs difficult technical work in the maintenance,repair and installation of heating and air
conditioning equipment; does related work as required.
Work is performed under general supervision. Serve as lead worker on HVAC projects with other
skilled and semi-skilled employees.
TYPICAL TASKS:
Establishes and maintains a preventive maintenance schedule for air conditioning,ventilating and
heating equipment;
Makes daily and routine inspections of equipment;
Identifies quantities and types of parts and supplies needed for inventory and identifies vendors from
which to acquire parts and supplies;
Troubleshoots control systems that operate HVAC equipment;
Analyzes building heating and cooling systems and recommends modifications to achieve better energy
efficiency;
Makes diagnoses to determine reasons for heating and air conditioning system malfunctions;
Maintains and repairs gas boilers,heaters, centrifugal chillers, split systems, including all allied
equipment supporting HVAC systems;
Repairs or replaces motors,controls,compressors,hot water heaters,tanks,water pumps and circulating
units;
Plans and installs HVAC equipment;
Trains other mechanics in a variety of assignments as required;
Performs related tasks as required.
KNOWLEDGES. SKILLS AND ABILITIES:
Thorough knowledge of the practices,methods,materials and equipment used in the maintenance and
repair of air conditioning,refrigeration,heating and ventilation equipment;thorough knowledge of the
design and operation of centrifugal and reciprocal compressors; ability to diagnose equipment
malfunctions and prescribe repair procedures; ability to analyze building heating and air conditioning
equipment and recommend modifications to achieve better operation or energy savings.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and at least 3
years experience in maintenance and repair of commercial heating and air conditioning equipment..
SPECIAL REQUIREMENTS:
Certification as licensed HVAC Mechanic Class H-3 Heating and Air Conditioning and CFC
certification within the State of North Carolina or ability to obtain such certification within one year of
appointment.
