BACKGROUND: Funds have been allocated in the 1996-97 budget for providing In-Home Aide services to elderly citizens in Orange County. In-Home Aide services are delivered by an independent con- tractor who provides assistance with activities of daily living to Orange County residents of any age who are caring for someone sixty year and over. The target population is households whose income is at or below 200% of the poverty level. All recipients are encouraged to donate toward the cost of the service. A waiting list is maintained for those requests received after the program allocation is exhausted. Orange County will provide approximately 1950 hours of service in Levels I, II and III in the upcoming year. Level I entails providing help with household chores. Level II adds some personal care as well as providing help with household chores . Level III is the same as Level II with more extensive personal care. The Eldercare Specialists conduct extensive in-home assessments in order to determine eligibility for the service. The service is limited to 120 hours per household per fiscal year in order to provide assistance to more individuals. t 2 Orange County' s needs were identified and specifications were developed by County Staff. Proposals were solicited from ten vendors. Three bidders responded. A tabulation is attached. Monarch Healthcare Systems of Durham, NC provided the lowest responsible proposal at a cost not to exceed $20, 412.00 in the upcoming year. RECOK.IENDATION: Authorize the Manager to award the RFP to Monarch Healthcare Systems of Durham at an amount not to exceed $20, 412.00 and authorize the Manager to sign a contract with Monarch Healthcare Systems pending staff and Attorney approval.
