PURPOSE: To consider a request from the Chapel Hill-Carrboro City
Schools to amend the Capital Improvement Plan by appropriating $288, 000
in impact fees anticipated to be received during 1996-97 .
BACKGROUND: During the 1996-97 budget work sessions in June, the
Chapel Hill-Carrboro City Schools requested that the Board of
Commissioners consider appropriating an amount of impact fee revenue
expected to be received in 1996-97, beyond that already earmarked to
pay debt service for McDougle Elementary School . Staff estimated that
the Board could appropriate approximately $288, 000 more in impact fees
with reasonable assurance that such revenue would actually be realized
during the 1996-97 fiscal year.
The Chapel Hill-Carrboro Schools have formally requested that the Board
of Commissioners appropriate $250, 000 to enhance the level of
technology resources available to students and teachers at East Chapel
Hill High School, which will open later this month. The balance of
$38 , 000 in additional impact fee revenue would be appropriated to
partially fund planning which must be undertaken for the design of the
next new elementary school in the Chapel Hill-Carrboro district . That
school is slated for construction in the Southern Village development
and is targeted for opening in Summer 1999 .
The balance of the elementary school planning funds alluded to in the
attached CHCCS letter will be included in a second project ordinance
amendment at a forthcoming meeting of the Orange County Commissioners .
County and school staffs are still developing a recommendation as to
the source of the additional planning funds .
RECOMMENDATION: The Manager recommends that the Board approve the
capital project ordinance amendments .

Dear John:
This correspondence is to acquaint you with our need to move ahead
with planning for elementary school #8 and acquisition of funds for technology
at East Chapel Hill High School. Since these items are not currently provided
for in the 1996-2006 Capital Improvement Plan, the School Board approved an
amendment to the Capital Improvement Plan on July 25, 1996. The
amendment addresses the need to spend approximately $500,000 for the
elementary school and $250,000 for technology at East Chapel Hill High
School.
The amendment also directs us to request that $288,000 in impact fees
be made available and that $462,000 be advanced by Orange County. This
sum would be repaid when funds are borrowed for the construction project in
1997-98. Additionally, the amendment also allocates approximately $175,000
in sales tax rebates to the McDougle Elementary School project.
Approval of the amendment to the Capital Improvement Plan by the
County Commissioners will enable the school district to proceed with our efforts
to meet the facility needs of the district.
Copies of the approved Resolution and amended Capital Plan are
enclosed.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted.
Section 1. The project authorized provides for construction of a high school with a capacity of
approximately 1,000 students, including core facilities for 1,500 students, to be located on 74 acres of
land. This project will be financed with proceeds from the 1992 Bond Referendum, impact fees, and
proceeds from the Schools' portion of the one half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:

Section 5. This ordinance supersedes all previous New High School Capital Project Ordinances for
the Chapel Hill-Carrboro City Schools System.
Section 6. This ordinance, originally adopted April 5, 1993, shall be in effect until June 30, 1997.
