Purpose: To consider an amendment to the Orange County classification and
pay plan to revise the salary grade assignment for:
• Deputy Register of Deeds I from grade 60 to 61,
• Deputy Register of Deeds II from grade 62 to 63 and
• Deputy Register of Deeds III from grade 63 to 64.
Background: The Register of Deeds requested that the Personnel Department
conduct a current classification and pay study of positions in the
Register of Deeds Office because of changes which had occurred in
duties and responsibilities within the office and in the nature of the
functions performed. The Register of Deeds submitted to Personnel
updated position descriptions for each of the 14 positions involved.
Personnel now has completed the requested review which included
individual interviews with each employee involved as to the duties and
responsibilities. Based on the classification analysis of the current
duties and responsibilities being performed, it is recommended that the
salary grade assignments for the Deputy Register of Deeds I, II and III
classes be revised as noted above and on the Attachment.
These recommendations result from the following:
1. Increasingly technical nature of the work
The Register of Deeds procedures have become more detailed and

complex in their application than previously recognized. This results f .
from:
• Implementation in January 1995 of the N.C. Register of
Deeds state-wide standards for indexing.
• Numerous changes in the North Carolina general statutes
occurring over the past five years which impact on recording
and indexing of deeds of trust, recording of plats, recording
of limited liability corporation documents related to probate,
and issuance of birth certificates, among other things.
• Addition of optical imaging systems technology to the
Register of Deeds processes and work flow as well as
automation of all indexed records.
2. Workload increases over the past five years resulting in the
necessary delegation of greater independence of action to the
Register of Deeds staff and the need for staff to have the requisite
knowledge to work in multiple areas. For example the increase in
the number of documents recorded and filed has averaged 25
percent each year over the past five years. The increase in the
number of documents indexed has averaged 55 to 60 percent each
year. The increase in the number of pages scanned/edited through
optical imaging has averaged 25 to 30 percent each year over the
past three years.
3. Assumption of a lead worker role by several positions and
recognition of that role at the Deputy II level.
For employees whose positions are being reclassified (from Deputy I to
Deputy II or Administrative Assistant II), the reclassification will result in
a five percent salary increase or increase to Step 1 of the new salary
range, whichever is larger, as provided in policy. For employees whose
salary grade only is changing, the change will result in a salary
increase only as necessary to move the employee's salary to Step 1 of
the new salary range.
The estimated annual cost of the salary changes is approximately
$7,300. Funds are available within the 1996-97 budget.
Recommendation: The Manager recommends the Board amend the Orange County
Classification and Pay Plan to revise the salary grades for Register of
Deeds classes as follows:
• Deputy Register of Deeds I from grade 60 to 61,
• Deputy Register of Deeds II from grade 62 to 63, and
• Deputy Register of Deeds III from grade 63 to 64.
