PURPOSE: To consider approving a contract with RTD Associates, P.A. to conduct an
analysis of each and every roof on County buildings.
BACKGROUND: Orange County offices are covered by over 235,000 square feet of
roofs. Each roof varies in the quality, life expectancy and maintenance required.
Heretofore, the County has had no replacement/maintenance schedule whereby
budgetary estimates and projections could be made. In an effort to protect the
investment made by Orange County citizens in County buildings, it is suggested that
such a schedule be created. In order to accomplish this in a reliable manner, a baseline
of roof status should be established. The work proposed by RTD Associates will provide
this critical information. The proposed cost for the assessment is $19,240.
In addition to the assessment, it is suggested that RTD prepare a multi-year
maintenance/management plan to guide the County in future budgetary initiatives. The
cost for preparation of this plan is $3,800.
RTD Associates is a Charlotte, NC firm which has done other work for the County over
the past several years. Historically, their work and budgetary estimates have been very
reliable.
Funds are included in the existing Capital Improvement Plan to cover the cost of this
work.
RECOMMENDATION: The Manager recommends that the Board approve the contract
with RTD Associates, P.A. for a sum not to exceed $23,040; and authorize the Chair to
sign on behalf of the Board.

ROOF VISUAL DIAGNOSTIC SERVICES FOR SHINGLED ROOFS
1. Visual Anah►sis .
A visual inspection shall be performed of the roof surface area to locate, identify, and document
the surface deficiencies,including those relating to current or anticipated water entry.
2. Conclusions/Recommendations
A statement pertaining to the roofs current state of condition and relative problems shall be
made, followed by a statement discussing the various alteratives of viable corrective actions.
3. Budget Costs
A preliminary estimate of contractor's labor and material costs for the recommended corrective
actions shall be calculated.

ROOF DIAGNOSTIC SERVICES
1. Visual Analvsia
A thorough visual inspection shall be performed of the roof surface area to locate, identify,
and photographically document the surface deficiencies, including those relating to current
or anticipated water entry.
2. Sub-Surface Moisture Evaluation
A complete and thorough sub-surface moisture evaluation shall be performed using infra-red
thermographic and nuclear hydrogen detection equipment. All areas of sub-surface moisture
or wet insulation shall be located and confirmed by galvanic moisture probing or core sample.
The anomaly(sub-surface moisture)will be delineated onto the roof surface and plotted by
size on an accompanying roof plan. Written and photographic documentation will also be
provided to support all information gathered and evaluated.

3. Core SawRle Analysis
Core samples of the roof assembly shall be taken and evaluated to determine:
a. The type,quantities,and condition of the various materials which are contained within
the roof assembly.
b. The condition of roof substrate (deck) shall be determined and documented at the
location of the core sample taken.
Written and photographic documentation shall be provided to illustrate the above factors.
4. Roof Drainage Profile AnaWis
a. An examination and calculation of the existing drainage integrity and capacity shall
be made and compared with the actual existing requirements.
b. Calculated documentation of any dead load contribution by ponding water shall be
performed. A roof plan illustrating approximate size and location of drainage
deficiencies shall be included.
5. EneM Loss Evaluation
A formatted comparison of the as-designed "R" Value with the existing "R" Value shall be
compiled to reflect,in dollars,any energy loss due to sub-surface moisture or wet insulation.
6. Serviceability Forecast
A mathematical calculation will be performed to illustrate the longevity, as affected by the
compounding nature of existing roof problems or deficiencies. A lineal chart will be provided
to graphically illustrate the anticipated effective roof service life remaining.
7. Conclusions/Recommendations
A statement pertaining to the roofs current state of condition and relative problems shall be
made,followed by a statement discussing the various alternatives of viable corrective actions.
8. Budget Costs
A preliminary estimate of contractor's labor and material costs for the recommended
corrective actions shall be calculated. A roof service life chart will also be included to
illustrate the pro-rated life cycle costs of maintenance costs versus replacement costs and
potential extended service life through maintenance.
