PURPOSE:
To award a housing rehabilitation contract award for the HOME Program.
BACKGROUND:
The Housing and Community Development Department solicited bids from qualified housing
rehabilitation contractors participating in the County's Housing Rehabilitation Program. Sealed bids
were received from participating contractors on November 11, 1997 and opened on the same day.
Two bids were received. The informal bidding process is governed by the North Carolina General
Statues § 143-131 and does not require a minimum number6f bids. Bid results are attached.
Present program procedures provide that housing rehabilitation contracts be awarded to the lowest
responsible bidder. The lowest responsible bidder for the dwelling is Taylor Home Improvements.
RECOMMENDATION(S):
The Manager recommends awarding the following a housing rehabilitation contract to Taylor Home
Improvements in the amount of $25,350.

EXTERIOR:
1.Remove the shrubs from the rear and right side of the house
2.Install pressure treated wooden handrails on the front porch with 2x2 pickets.
Install steps and handrail of pressure treated lumber.Rise to be no more than 7 inches.
3. Install aluminum,continuous gutter and downspouts.Install splashblocks under
each downspsout.
FOUNDATION:
1.Prepare a 4x4 area at the right side entrance.Pour a footer.Lay
16x 16 inch block to the ground level.
2.Prepare the interior floor area of the block for concrete. Install flashing against
the house. Install a 4 inch floor drain and extend the drain to 6 feet past the
end of the house.Pour a 4"slab and finish smooth.Lay 16x 16 inch block
four courses high.
2.Prepare the foundation to expose the footer on all sides of the house
3.Install waterproofing from ground level to the footer.
4. Install tar mastic from the ground level to the footer.Install 301b.felt from the
ground level of the foundation out three foot from the foundation with a 12 inch lap.
Install 6 mill plastic on top of the felt the length of the rear and right sides of the
house Extend the plastic so that drainage from the downspout will seep into the
perforated pipe.Install rigid perforated pipe on top of the plastic.Encase the pipe with
a siltation sock.Connect the pipe so that it drains properly at the rear of the house
approximately 8 feet from the foundation.Enclose the end of the exposed pipes with
screen wire.This operation to include only the right front,right and rear sides of the
house.
6. Install 6 inches of 3/4 inch washed stone on top of the pipe.Cover the stone with
dirt,seed and straw.
7 Prepare and frame a gable roof structure over the side entrance 6'x6'.Install
2x4 rafters, 1/2 inch sheathing,aluminum drip edge,151b.felt and three tab fiber
glass shingles.Install 2x4 ceiling joists and 1/2 inch BC plywood with comer trim and
lattice over each seam.Install 4x4 pressure treated support posts.Install step flashing
scored into the concrete block.
DOORS AND HARDWARE:

1. Install a six panel,metal insulated door unit at the basement entrance.
Install silicone sealant under the threshold. Install lockset and deadbolt with
matching keys. Install a peephole.Install snatching interior trim.
2.Install a six panel metal insulated 3-0 door unit at the front entrance.Install
a lockset and deadbolt keyed to the basement locks.Install a peephole.Install
matching interior trim.Repair all areas disturbed by this operation.
2..Install three wood core,seamless aluminum storm doors with pneaumatic closures
and vinyl sweeps.
3.Install a crawlspace access door of 3/4 inch exterior grade plywood with a
2x6 pressure treated frame.Install galavanized hinges and locking hasp.
4. Install door bumps on all doors.
5. Remove the existing closet doors in the dining room and install new sliding
doors complete with hardware.
6.Prepare and frame the opening to the basement and install a prehung wood,
interior door unit and hardware.Install 1/4 inch paneling and trim on the bare
studs
WINDOWS:
1.Inspect all windows and insure proper operation.
2.Replace all broken glass.
3. Install two vinyl,insulated replacement windows in the laundry room.
4. Install triple track storm windows on all windows but the laundry room and
front picture window.
INTERIOR:
1.Repair the existing sheetrock/plaster by covering all cracks with fiberglass mesh
tape,covering all holes and railheads.Finish all repairs smooth.
2. Install shoemold in the utility room.
3. Remove the wall covering to the studs in the bath.
4.Install MR sheetrock on the walls.Tape and finish smooth.
5.Install 13/4 inch crown mold and baseboard in the bath.
6.Install a fiberglass tub enciosurer kit with comer shelves.
7.Repair the existing ceiling in the utility room.Spray with ceiling texture so that
the repairs match the existing texture.

8. Replace the existing metal towel bars in the bath.
9. Install a wooden handrail to the basement.
10. Install 3'6"handbar on the long wall of the tub.
11.Provide a transfer seat in the bath.
12.Install carpet and pad in all rooms but the kitchen and bath.Carpet allowance
to be S14/sq.yd.
13.Install 3/8 inch BC plywood in the bath.Prepare the plywood for vinyl.Install
vinyl floor covering,shoemold and metal trim.
PAINTING:
1.Prepare the interior for paint.Paint the ceilings with ceiling white latex,the walls
with flat latex and the trim with semigloss latex.Paint to cover completely.Remove all
old paint from the windows.
2.Prepare the exterior surfaces for paint,including all doors,windows.railings,
ceilings,except pressure treated wood.Paint to cover completely.
PLUMBING:
1.Install a handicap commode in the bath.Install a new supply line and cutoff.
2.Install new faucets in the tub,lavatory and kitchen sink.Install new supply lines and
cutoffs.
3. Reinstall the lavatory,install new Trap.
HEAT AND AIR CONDITIONING:
1. Install a gas pack heat and air conditioning system for the upstairs only.
Install insulated duct work.Make all necessary connections for electric and gas
INSULATION:
1.Insulate the attic to R-30.
2.Insulate the basement ceiling to R-19.
3.Install R-19 under the laundry room floor.
4.Install a 6 mill vapor barrier under the laundry room/
Provide a termite inspection and treatment.
