Purpose To consider amending the Orange County Classification and
Pay Plan by:
• Establishing the new class of Computer Programmer/
Analyst I at Salary Grade 68 ($29,301 - $46,588).
• Changing the title of the existing Programmer/Analyst class
at Salary Grade 70 ($32,303 - $51,365) to Computer
Programmer/Analyst II, still at Salary Grade 70.
Background: Currently, the Register of Deeds Office has a vacant Deputy
Register of Deeds III position which is at Salary Grade 64
($24,106 - $38,327). Prior to beginning recruitment for the
position, the Register of Deeds has assessed the needs of the
office as well as the functions of the Deputy Register of Deeds III
position.
As a result of the assessment, the Register of Deeds has
identified the priority need for additional full-time technical
support. In June 1997, the Register of Deeds Office purchased

a new computer software system. This new system allows
enhancements and additions to automation of the current
general operations, vital records and financial functions in the
Office. These planned automation enhancements are listed in
Attachment 1. The Register of Deeds Office needs additional
full-time permanent technical support to fully implement this
software, including new applications and to enhance current
applications, as well as provide on-going in-house maintenance
and support to assure the Office can provide timely effective
service to its customers.
To meet this technical support need, the Register of Deeds has
restructured the duties and responsibilities of the vacant Deputy
Register of Deeds III position to provide a variety of technical
and analytical support. This position will ensure that the major
automation improvements listed in Attachment 1, as well as
other automation projects are implemented by:
• Modifying existing programs in the purchased software to
tailor them to the Register of Deeds Office needs;
• Creating data base files;
• Installing, testing and debugging software;
• Training users; and
• Providing on-going maintenance and support.
The Personnel Department has completed a classification
review of the restructured position to take account of the new
technical duties and responsibilities. Based on the classification
review, it is recommended that the position be classified as
Computer Programmer/Analyst I at Salary Grade 68.
The existing Programmer/Analyst class at Salary Grade 70 has
a broader scope of duties and responsibilities which warrants a
higher level than this position. That class recognizes more
responsibility for original programming as well as modification to
a wider range of existing programs. Thus, it is recommended
that the existing title for the Programmer/Analyst position be
changed to Computer Programmer/Analyst II, still at Salary
Grade 70 and the new class of Computer Programmer/Analyst I
be added at Salary Grade 68.
Funds to implement this change are available within the
approved budget for 1997-98.

Recommendation: The Manager recommends the Board amend the Classification
and Pay Plan by:

COMPUTER PROGRAMMER/ANALYST I
GENERAL DEFINITION OF WORK:
Performs intermediate professional work involving the design, development,
programming, implementation, documentation,training and maintenance of computer
systems and programs; does related work as required.
Work is performed under regular supervision.
TYPICAL TASKS:
Writes new and modifies existing programs;
Creates database files necessary to operate software;
Installs, tests and debugs software;
Trains users personnel in the operation of computer systems;
Develops instructions, guidelines and manuals on the operation of the computer system;
Provides enhancements to the system to improve performance and functionality;
Provides ongoing maintenance and technical support;
Evaluates performance of system.
Performs related tasks as required.
KNOWLEDGES, SKILLS AND ABILITIES:
General knowledge of principles and practices in the preparation of computer programs;
general knowledge of the appropriate programming languages; general knowledge of
modern techniques in design; general knowledge of the operation,uses and capabilities of
the installed computer and related equipment; ability to establish and maintain effective
working relationships with user personnel; ability to follow complex oral and written
instructions; ability to prepare technical reports and manuals.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an
accredited college or university with major course work in computer science or related
field and at least 2 years experience in computer programming and systems analyst work.

COMPUTER PROGRAMMER/ANALYST II
GENERAL DEFINITION OF WORK
Performs difficult professional work involving the design, development,programming,
implementation, documentation,training and maintenance of computer systems and
programs; does related work as required.
Work is performed under general supervision.
TYPICAL TASKS:
Defines potential applications in terms of electronic data processing systems, translates
the application to computer language, checks it out and produces a finished program for
production runs;
Designs and lays out form of output reports;
Writes more difficult and complex programs including subroutines,prepares flow charts
and all required documentation;
Modifies existing programs;
Tests, corrects,updates and consolidates programs to assure efficient and economical
operation;
Reviews current non-computerized operations and makes recommendations as to the
feasibility of these for adaptation to the computer and performs systems work in this
connection;
Meets and discusses problems and developments with user representatives;
Trains user personnel in the operation of computer systems;
Assists with the instruction,planning and organizing of work for subordinate employees;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the principles and practices in the preparation of computer
programs; thorough knowledge of the appropriate programming languages; thorough
knowledge of modern techniques in systems analysis and design;through knowledge of
