PURPOSE: To consider the structure of a proposed Bicycle Plan Component Task Force, its
charge and schedule to guide the development of a Bicycle Component to the
Transportation Element of the Orange County Comprehensive Plan.
BACKGROUND: On August 7, 1997 the Board approved in their 1997-98 BOCC Goals and
Objectives. Objective 4 - Update the Transportation Element of the
Comprehensive Plan, includes the development of a Bicycle Component for the
Transportation Element (see attached copy of Objective 4) of the Comprehensive
Plan.
The purposes for developing a Bicycle Plan Component are: 1) to complete a
recommendation (to develop and adopt local Bicycle Plans) of the 1993 DCHC
Regional Bicycle Plan, and 2)to use the Bicycle Plan Component to develop a list
of bicycle projects for inclusion in the annual Orange County Transportation
Priorities List.
A Bicycle Plan Component Task Force (BPCTF) is recommended to insure that
the specific needs of Orange County bicyclists are considered in the development
and implementation of a Bicycle Plan Component. The BPCTF will function like
a Bicycle Advisory Committee for the duration of the development of the Bicycle
Plan Component. Appointment to the BPCTF will expire with the Board's final
decision on whether or not to adopt the recommended Bicycle Plan Component.
Bicycle Advisory Committees are recommended by the 1993 DCHC Regional
Bicycle Plan. Attached is a Dra BPCTF Structure, Dra BPCTF Charge, and a
Drafi Bicycle Component Plan Schedule.

RECOMMENDATION: The Administration recommends that the Board approve:
• the Dra Bicycle Plan Component Task Force Structure and make
appointments to the BPCTF;
• the Dra±Charge to the Bicycle Plan Component Task Force; and
• the Dra±Bicycle Component Plan Schedule for the development of the
Bicycle Component of the Transportation Element of the Comprehensive
Plan.

Drat BICYCLE PLAN COMPONENT TASK FORCE CHARGE: To prepare a Bicycle
Plan Component to the Transportation Element of the Orange County Comprehensive Plan, including
recommendations for implementation,for all of Orange County outside of the municipal extra-territorial
planning jurisdictions and the transition areas of the Joint Planning Land Use Plan. To perform research
for presentation to the Orange County Board of Commissioners on innovative bicycle and pedestrian
connections between subdivisions and other developments. The Bicycle Plan Component should be based
on the recommendations in the DCHC Regional Bicycle Plan and the results of the 1995 Orange County
Bicycle Suitability Study. Appointment to the Task Force will expire with the Board of Commissioners
decision on whether or not to adopt the recommended Bicycle Plan Component.
Drat BICYCLE PLAN COMPONENT TASK FORCE STRUCTURE: Three cyclists
members,four at-large members, one member to represent the Sheriff's Department, one
member to represent the North Carolina Department of Transportation.

Meeting Prioritize the Plan's Requested Improvements by Corridor and by Need)
