3 - 3� y C a o 1 ORANGE COUNTY ARTS COMMISSION Z U R A N G E C a u n T r ARTS SPRING,2013 GRANT AGREEMENT ` CJ him Iss1014 THIS AGREEMENT, entered into this 29th day of July, 2013, by and between Orange County ("County"), by and through the Orange County Arts Commission ("Arts Commission") and The ArtsCenter("Grant Recipient"). WHEREAS, the Arts Commission is a countywide arts agency that ensures the growth of local arts experiences by providing funding and support for diverse high quality programs and projects. WHEREAS, the Arts Commission administers the Spring and Fall Arts Grants Program to provide economic opportunities to Orange County artists and non-profit organizations coordinating arts projects benefiting the citizens of Orange County. WHEREAS, the Spring Arts Grants Program is supported by Arts Commission with funds from the Grassroots Program of the North Carolina Arts Council, an agency of the Department of Cultural Resources and the National Endowment for the Arts. WHEREAS, the Grant Recipient was selected by the Arts Commission to receive the Spring Arts Grant through the procedures duly adopted by the Arts Commission; and WHEREAS, both parties wish to promote and maintain the integrity and clarity of the Grant Recipient's ideas and statements and delineate the Grant Recipient's obligations to the County; NOW, THEREFORE, the County and the Grant Recipient, for the consideration and under the conditions hereinafter set forth, agree as follows: 1. Approved Grant Project. Grant funds are provided under this Agreement for the project ("Project") described in the Grant Recipient's Grant Application, attached hereto and incorporated herein as Exhibit A. 2. Grant Award. Grant funds in an amount not to exceed one thousand five hundred dollars ($1,500) have been awarded by the Arts Commission to the Grant Recipient for the approved Project. These funds must be matched at least dollar-for-dollar with cash from the Grant Recipient's funds not derived from either Orange County appropriations or the North Carolina Arts Council. 3. Contingency. This grant is contingent on North Carolina Arts Council Grassroots Program funding to the Arts Commission. Final decisions on Grassroots Program funds to the North Carolina Arts Council are subject to approval by the North Carolina General Assembly. 4. Responsibilities of the Grant Recipient 1 Revised May 2012 A. Implementation. The Project implementation shall take place between July 1, 2013 and June 30, 2014. The Project shall be implemented in the manner described in Exhibit A. Time is of the essence in the implementation of the Project. B. Modifications to project. Grant Recipient shall present major changes to the original proposal, including but not limited to changes in design, implementation schedule and increase in Project budget by more than 10%, in writing to the Arts Commission for approval. Arts Commission shall approve or disapprove Grant Recipient's request for modifications within seven (7) days of receipt thereof. Consent to project modifications shall not be unreasonably withheld. Arts Commission's decisions shall be in writing. In the event the Arts Commission fails to approve or disapprove the requested modifications within the time stated herein, the modifications shall be deemed approved. C. Non—assi nment. The grant cannot be assigned or transferred to a different project or artist without prior written approval of the Arts Commission. D. Records. Grant Recipient must maintain records and other evidence pertaining to costs incurred and revenues acquired during the Project implementation. Grant Recipient shall maintain financial records pertaining to the Project for three (3) years from the date of this Agreement, in case of audit. E. Use of Funds. Grant Recipient shall not use the grant funds to repay outstanding taxes or other debts of any nature. The grants shall be utilized solely for the purpose of implementing the Project and Project related expenses. F. Final Report. Grant Recipient shall submit to the Arts Commission a Final Report on July 7, 2014 . The Final Report shall be in the format required by the North Carolina Arts Council. Failure to submit the Final Report or late submission of the Final Report, for any reason, shall be grounds for denial and/or cancellation of grant funds for the Project and future grant proposals. 5. Responsibilities of the Arts Commission A. Payment. The Arts Commission shall release the grant funds in the amount of $1,500 to the Grant Recipient. 6. Publicity A. Acknowled eg ment. Credit must be given to the Orange County Arts Commission using the Arts Commission logo and if State funds are received to the North Carolina Grassroots Program in brochures, news releases, programs, and all other printed and online publications. Copies of such printed materials must accompany the evaluation report. When no printed information is used, verbal credit shall be given. In addition, all print and promotional material must include the following credit line(check all that apply): 2 Revised May 2012 i. County Funds Only. "This program is supported by the Orange County Arts Commission. " ii. x North Carolina Arts Council Funding. "This program is supported by the Orange County Arts Commission with funds from the Grassroots Program of the North Carolina Arts Council, a state agency. " B. The Grant Recipient must enter all events, exhibits and performances open to the public and related to this grant award on the ExploreChape1HillARTS.com website and display ExploreChape1Hi11ARTS.com publicity materials (postcards, brochures, etc.) prominently and consistently at their venue or performance space. In addition, the Grant Recipient must add a link to the ExploreChape1HillARTS.com (ExploreChape1HillARTS.com logo preferred) to their main webpage. The Grant Recipient shall contact the Orange County Arts Commission for replacement ExploreChape1HillARTS.com publicity materials. 7. Indemnity. The Grant Recipient agrees to indemnify and hold harmless the County, the Arts Commission and the North Carolina Arts Council and their officers and employees from any and all claims or actual injury, damage or loss to a person, or real or personal property that results from or is in any way connected to the use of the grant funds. 8. Independent Contractor. The Grant Recipient is an independent contractor and not an employee, agent or other representative of the County and/or the Arts Commission. Nothing contained in this Agreement shall be construed to create the relationship of principal and agent, or employer and employee, between Grant Recipient and Arts Commission or Orange County Government. Grant Recipient understands and agrees that he/she is not authorized to incur any expenses or any liability whatsoever on behalf of the County or the Arts Commission and has no authority, expressed or implied, to obligate or make representations on behalf of the County or the Arts Commission. In addition, Grant Recipient agrees to maintain his or her own worker's compensation insurance for himself/herself and his or her employees for the duration of the art work's installation. 9. Termination A. In the event of any of the circumstances set forth below (hereinafter referred to as "default"),the Arts Commission may immediately terminate this Agreement: (i) Any fraudulent representation in any verification required to obtain payment under this Agreement or other dishonesty on a material matter relating to the performance of services under this Agreement. (ii) Nonperformance, incomplete service or performance, or failure to satisfactorily perform any part of the Project or to comply with any provision of this Agreement, as determined by the Arts Commission in its sole discretion. 3 Revised May 2012 (iii) Failure to adhere to the terms of applicable county, state or federal laws, regulations, or stated public policy. B. In the event of default by the Grant Recipient, the Arts Commission has the discretion to elect to terminate this Agreement, in whole or in part and/or require the Grant Recipient to repay the grant funds within seven (7) from written notice of default or allow the grant recipient the opportunity to cure the default. This clause shall not be interpreted to limit the County's or the Arts Commission's remedies in law or in equity. 10. Miscellaneous. A. Entire Agreement. This Agreement and the attachments contain the final and entire understanding of the parties with respect to the subject matter of this Agreement. All modifications and amendments to this Agreement shall be in writing. This Agreement shall be binding upon the parties, their heirs, successors and assigns. B. Governing Law. This Agreement shall be interpreted in accordance with the laws of the State of North Carolina and the Orange County. Call us at(919) 968-2011 • Deliver Application to: 501 West Franklin Street, Chapel Hill, NC The ArtsCenter , Arts In Education Focus School Program 2013-2014 Arts Program Grant— Spring Orange County Arts Commission Application Narrative (#5) Organizational Profile Over the course of its thirty-eight year history, The ArtsCenter in Carrboro, NC has grown from a single painting class into a vibrant and dynamic multi-purpose, multi- disciplinary, grass roots community arts center serving more than 84,000 persons of all ages and walks of life. Constituents come mostly from Orange County and four surrounding counties in North Carolina, although audience members travel from throughout North Carolina and even from other states to attend specific music and theater performances presented during the year in the 355 seat Earl and Rhoda Wynn Theater. Attendees at music and theatre come from Chapel Hill & Carrboro (39%) and Durham & Raleigh (32%). The ArtsCenter is a non-profit, tax-exempt organization under section 501(c)3 of the Internal Revenue Code. It is governed by a board of directors which establishes policy, ensures that there are adequate financial resources for the organization to accomplish its mission, ensures that earmarked funds are managed according to the stipulation of funders, manages the organization's assets to protect its future and ensures that financial controls are in place. Current Programs and Services The ArtsCenter is organized into five programmatic departments. ArtSchool. ArtSchool at The ArtsCenter is Orange County's most comprehensive non- profit resource for continuing education in the arts on a non-degree, community basis. The ArtSchool now offers more than 500 classes in all artistic disciplines for all experience levels and ages, awards more than 50 scholarships annually, and offers work-study opportunities. Youth Programs. The ArtsCenter has provided artistically excellent, age-appropriate and accessible arts experiences to Triangle families for more than 30 years. Currently, The ArtsCenter offers the 90-event School Show Series, the SuperFun Series for family audiences, ArtsCamp in the summer, AfterSchool Arts Immersion and Arts In Education during the school day to area youth and families. Combined, The ArtsCenter's youth programs reach approximately 26,000 children in up to five counties. Theatre. International theatre at its most local, ArtsCenter Stage showcases the work of emerging and established artists hailing from next door to around the world. ArtsCenter Stage features new works with an historical perspective, while its second-stage series includes improvisation and storytelling, musicals and operas, stand-up comedy and film screenings, new works in development and theatre for younger and older audiences. ArtsCenter Stage is community-oriented theatre with a commitment to developing new artists and audiences. Concerts. The ArtsCenter presents some 60 concerts for adults each year, representing the spectrum of musical genres by local, emerging, and nationally touring artists including folk, blues, Celtic, rock, singer-songwriter, Louisiana French, old-time, and bluegrass. Gallery. The Nicholson Gallery features the work of local and regional artists on a rotating basis. The Gallery exhibitions highlight the work of more than 100 local and regional artists in 12 exhibitions a year. Proposed Uses of Grant Funds In the 2013-2014 school year, The ArtsCenter will again partner with Orange County Schools to offer curriculum-integrated art residencies (correlated directly with the North Carolina Common Core and Essential Standards curriculum) to all grade levels in all three Title 1 elementary schools in the district, serving more than 1,300 underserved children in the county. This partnership is part of The ArtsCenter's focus school program, which takes place over the course of several years and ultimately helps incorporate arts integration into a school environment as a whole. This structure ultimately ensures the sustainability of using the arts to teach curriculum over the long term. The ArtsCenter has implemented this program at Central Elementary, in Hillsborough, for the past five years. Due to the success of the program there, Orange County Schools requested the program expand to serve all three Title I schools in Orange County beginning in the 2013-2014 school year- Central Elementary, New Hope Elementary and Efland-Cheeks Elementary. New Hope Elementary, also located in Hillsborough, has 58% free/reduced lunch and the highest English Language Learner population in the district. Efland-Cheeks Elementary, located in Efland, has 59% free/reduced lunch and one of the largest Exceptional Children (EC)-identified populations in Orange County and the second smallest identified gifted population. Students attending all three schools live in Hillsborough or Efland. In the 2013-2014 school year, The ArtsCenter will implement 19 Arts-Based Learning Experience (ABLE) residencies in pre-kindergarten through fifth grades (including, but not limited to, residencies with a visual arts, drama/theater, dance, or music focus) at Central Elementary, New Hope Elementary and Efland-Cheeks Elementary. An Arts- Based Learning Experience residency is a five-day residency designed to help prepare students to see a School Show at The ArtsCenter (art form and content), while simultaneously teaching curriculum through the arts. All School Shows connect to specific elements of the curriculum, and an ABLE residency allows students to study this related curriculum with professional teaching artists in their classrooms. During residencies, students are given opportunities to look at ideas from different angles, and they often times grasp concepts they have not previously understood. This builds students' self confidence, allows them to analyze and understand their personal learning styles, and fosters academic growth. In addition, students who have limited opportunities to experience the arts are able to work closely with professional teaching artists in their classrooms and see a live show at a local theater, which offers them new avenues to explore creativity and diversity. For example, in the 2012-2013 school year, third graders at Central Elementary studied Mexican culture using visual art by creating Mexican suns through paper mache and painting, which tied in with the Ballet Folklorico show they saw at The ArtsCenter as part of the School Show Series. Family involvement is also an integral part of our Arts In Education program because this allows for deeper discussions and learning to take place outside of school. As a result, family nights and/or family sharings are planned in accordance with residencies whenever possible. In addition, many district-wide events, such as Orange County Schools' Cultural Explosion, often times feature students, classes and schools who showcase their work from residencies for their families and other families in the district. Residencies that will take place in the 2013-2014 school year at each focus school will be planned at the beginning of the year. Each grade level at each school will choose a School Show to see at The ArtsCenter during the year. The ArtsCenter's Arts In Education Coordinator will then work closely with each grade level team to plan their respective residencies (both art form and content). Prior to the start of the residencies, classroom teachers from that particular grade level, the teaching artist and The ArtsCenter's Arts In Education Coordinator will meet for a planning session to review goals and discuss residency logistics. Following the residency, they will all meet again for an evaluation meeting, where participants can talk candidly about their experiences and discuss key strengths and weaknesses of the residency. In addition to this evaluation tool, several other strategies will be put in place to ensure all aspects of the residency are carefully analyzed and assessed. Following the conclusion of all residencies, The ArtsCenter will distribute student and teacher evaluations to assess the effectiveness of the experience, as well as communicate regularly with teachers and The ArtsCenter Arts In Education Focus Schdol Program administrators during and following residencies to guide further sessions and determine the effectiveness of the program. Additionally, curriculum assessments are administered following all residencies to measure academic growth on the material covered during residencies. The assessments are created with collaboration from classroom teachers, teaching artists and The ArtsCenter's Arts In Education Coordinator. In addition to classroom residencies, teachers at New Hope Elementary, Efland-Cheeks Elementary, and Central Elementary will participate in two professional development workshops during the course of the 2013-2014 school year where they will learn new strategies for using the arts to teach curriculum. The ArtsCenter has successfully implemented 46 residencies in area schools over the last several years through the Arts In Education program, 33 of which have been ABLE residencies. Furthermore, as mentioned above, The ArtsCenter has successfully carried out the focus school program at Central Elementary for the past five years. It will be available by July 1, 2013 and can be provided at that time to the OCAC upon request. The ArtsCenter Arts In Education Focus School Program Artist Contact List Specific planning for the residencies that will take place during the 2013-2014 school year at Central Elementary, New Hope Elementary and Efland-Cheeks Elementary will take place beginning in August 2013. All students in grades K-5 at each of the three schools will participate in Arts-Based Learning Experiences (ABLE) residencies. While the residency model will remain the same, details need to be planned at the beginning of the school year to ensure the residencies really cater to the specific learning needs of the students in each grade level. Furthermore, grade levels participating in an ABLE residency will need to choose a School Show to attend, which will serve as the focal point for the residency. Once those decisions are made, The ArtsCenter's Arts In Education Coordinator will work closely with classroom teachers to secure teaching artists and outline a detailed plan for each residency. August 18, 2009 Dear Central Elementary Teachers, My name is Tracy Thomas, and I am the Arts in Education Coordinator for The ArtsCenter in Carrboro. For those of you who are not familiar with The ArtsCenter, it is a local non-profit organization that essentially uses education, performance and exhibition to bring the arts to the surrounding community. As part of a unique partnership with Central Elementary and funding from The Grable Foundation and Orange County Arts Commission, each grade level will again this year have the opportunity to work with a professional teaching artist to design a short-term residency that is directly linked with classroom curriculum. IDcInce Resicloncy Central Elementary: Pre-Kindergarten January 11, 2012 Dear Families: It is with great excitement that I share with you a wonderful learning opportunity your child will be engaging in over the next couple weeks! In collaboration with The ArtsCenter and with funding from the Orange County Arts Commission, our class will be participating in a creative dance residency focused around our unit on winter, specifically bears and their eating and sleeping patterns during winter. A teaching artist will be coming into our classroom on January 11, 12, 17, 19 and 20 to work with students to creatively "move" stories and physically experience emergent literacy concepts such as sequencing, science concepts such as the seasons, and math concepts such as counting and positional words. Students will learn about the four seasons by inventing patterns of movement that correspond to each season, with specific emphasis on the winter season with the book Time to Sleep by Denise Fleming. The students will learn to sing and creatively move a bear song and create patterns for movement for the animals in the story, as well as learn basic dance symbols that denote dance actions. During the residency, students will learn directional terminology such as forward, backward, sideways, levels of movement, such as high and low; speeds such as slow and quick; and energy states such as sharp and smooth. To support your child in this creative journey, please ask your child about his/her experiences during the residency. Also, please have your child wear sneakers and if your child has long hair, please tie it back on the days of the residency since they will be engaging in several movement activities. Sincerely, ASL AL Alvut Classroom Newsletter February 26, 2010 Black History Month This week our class completed a three week project on for Black History Month in the media center. We began by reading biographies of famous African Americans. Students were divided into groups and each group studied a different person. Student took notes on their person to answer 5 essential questions. From their notes, each student wrote a page about their person and a specific time period of their life. Students complied their work on a poster and shared with the class. The other first grade classes also participated and we made a museum in our hallway to celebration what we learned. I was so impressed with my class as they rose to this challenge, it was great to see how much they have grown this year! Balance and Motion We just started our new science unit on balance and motion. Students have been exploring how things balance, and how things move. The first grade team received a grant this year from the Orange County Arts Commission to have a residency with a dance teacher to incorporate movement into our study. We are very excited to experience this with our students and they have been very motivated by our study. Punctuation In writing we are currently studying punctuation and how writers use punctuation. Students are beginning to use periods, question marks, exclamation marks, ellipses, and commas. I am seeing a lot of growth in everyone's writing during this unit. We will begin our buddy study spelling program in the next week or two, more information will be coming. Box Tops! Thanks for all your support sending in box tops and soup labels.
