Background Department of Social Services (1) The Department of Social Services has received an additional day care allocation from the State. The additional 5468,007 increases the amount available for day care spending in Orange County from$1,701,110 to$2,169,117. Currently,them are 634 children receiving day care assistance and these funds will allow the department to provide services for those children for the remainder of the year. There are 27 children on the waiting list. (see column#1,page 3) Health Department (2) The Environmental Division of the Health Department has received additional grant funding from the State. The first grant, totaling $1,080, will be used to develop a "Risk and Hazard Reduction Handbook" to be distributed to all day care operatoirs in the County. Examples of subjects covered in this handbook range from lead poisoning identification, insect bite first aid, and poison control information and telephone contacts. The second source of funds, a Food and Lodging grant in the amount of $988, will be used to purchase computer equipment and/or software for this division. This amendment accepts the funds from the State;no additional County funds=are required in order to receive them. (see column M2,page 3) (3) Additional State Immunization Action Plan W) moneys totaling$9,377 have been awarded to the Health Department.These funds will be combined with the original grant award of$24,369 bringing the total grant amount to $33,746. Grant moneys will off-set County costs of providing immunizations to children in Orange County. It is anticipated that more than 4,500 childhood vaccines will be provided through the Orange County Health Department this fiscal year. (see the attached Immunization Action Plan Grant Project Ordinance)' 2 (4) Over the past few months,the Animal Control Division of the Health Department conducted several rabies prevention clinics. These clinics were held in response to the Board of County Commissioners concerns regarding the increased number of confirmed cases of rabies in Orange County. A total of$13,405 has been spent to vaccinate 772 animals, Since these clinics were unanticipated, their cost was not a part of this division's original 1997-98 budget. This budget amendment appropriates the total cost of the clinics from the Commissioners'Contingency fund to the Animal Control division. (see column#4,page 3) Cooperative Extension (5) The Orange County Partnership for Young Children has awarded additional Smart Start funds to Cooperative Extension Service. These funds,totaling$1,051, bring the total Smart Start funds available for the Immunization Coalition to$26,000. Funds will be used to publicize the importance of immunizing all children under the age of five and offer free clinics during evenings and weekends. No County funds are required as match for this grant. The attached Smart Start Grant Project Ordinance reflects the receipt of these moneys.(see attached Smart Start Grant Project Ordinance) Department on Aging (6) The Senior Citizen Health Promotion Program recently received two donations -one from the Friends of the Chapel Hill Senior Center and the other from UNC Hospitals. The "Friends' gave Orange County $5,178 for program support,such as supplies and other operating expenses,at the Chapel Hill Senior Center. Moneys received from UNC will be used to initiate a walking program at each of the County's Senior Centers. This donation, totaling$2,500, will purchase incentives for senior participants including t-shirts, buttons, and water bottles.This amendment increases the four year grant project budget from $148,572 to $156,250. (see attached Senior Citizen Health Promotion Program Grant Project Ordinance) Orange Grove Volunteer Fire Department (7) The Orange Grove Volunteer Fire Department is requesting an appropriation of$14,000 from their fund balance. These funds will allow the department to rewire the station and install a propane generator. The generator will make the station a self contained emergency shelter,capable of providing water,lights and heat and/or air conditioning to the citizens of the Bingham Township.Attached is the letter of request from Linwood Futrelle,President of the Department's Board of Directors.Available fund balance for this district is sufficient to cover this appropriation. (see column M 7,page3) Transfers to Other Funds (8) On October 6, 1997,the Board of County Commissioners adopted a grant project ordinance for the COPSFAST 3 grant.Over a three year period, this grant funds approximately 75%of the cost of 6 new deputies for the Sheriff's Department. The grant requires Orange County to provide the remaining 25%of the positions'cost. This amendment budgets for a transfer from the General Fund to the Grant Project Fund to cover the first year costs of S37,500. These funds are currently included in the Sheriff's Department General Fund Operating Budget. Section 1. The project authorized is the Immunization Action Plan Program as awarded to the Orange County Health Department by the North Carolina Department of Environment, Health and Natural Resources. Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,the rules and regulations of the North Carolina Department of Environment, Health and Natural Resources and the budget contained herein. Section 3. The following revenue is anticipated to be available to complete this project: Intergovernmental-Immunization Action Plan $33,746 Section 4. The following amount is appropriated for this project: Human Services-Immunization Action Plan(1997-98) $33,746 Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific detailed accounting records to provide the accounting to the grantor agency required by the grant agreement and federal and state regulations. Section 6. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement requests should be made to the grantor agency in an orderly and timely manner. Section 7. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying out this project. Section 8. Positions authorized through this grant project include: 3.0 full time equivalent positions in the Department of Social Services as authorized by the Orange County Board of County Commissioners on February 15, 1994. .83 full time equivalent positions in the Health Department as authorized by the Orange County Board of County Commissioners on July 1, 1995. .50 full time equivalent in the Cooperative Extension Department as authorized by the Orange County Board of County Commissioners on June 30, 1997. Funding for these positions is contingent upon the General Assembly's allocation of Smart Start funds. Section 10. This project period begins January 18, 1994,and is valid through June 30, 1998. Subsequent funding of this grant project is contingent upon the availability of funds sufficient to cover expenditures. Section 11. This ordinance supersedes all previous Smart Start Program Grant Project Ordinances. Adopted this 21 st day of October, 1997. Section 1.This project authorized is the Senior Citizen Health Promotion Program to develop a comprehensive and coordinated County health promotion and disease prevention program for citizens involving a partnership of public agencies,University Health Affairs and private groups. Section 2. The officers of the County are hereby directed to proceed with the grant project in accordance with the mutual cooperation agreement between the County and the University of North Carolina at Chapel Hill,as approved by the Board of County Commissioners on June 30, 1997. Section 3. The following revenue is anticipated to be available to complete this project: 'Grant Funds (1994-95) $32,539 Grant Funds (1995-96) $37,498 Grant Funds (1996-97) $33,779 Grant Funds (1997-98) $52,434 Section 4. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying out this project. Section 8. These funds are needed to pay the-cost of installing a 40KV propane generator and the associated rewiring of our station. This generator will make the Orange Grove Fire Station a fully self contained emergency shelter, capable of providing a heated or cooled environment. It will be fully self.contained as this generator will power the well, hot water heater and all lights in the facility. This will be the only facility in Bingham Township capable of providing a fully self contained shelter. We request the sum of$14,000 be released in one payment as quickly as possible. Total cost of the system is $17,300. We can provide the additional amount from our operating budget. We currently expect installation to be completed by mid November. F. COOPERATIVE AGREEMENT WITH U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT The Board approved and authorized the Chair to sign a Cooperative Agreement as a Fair Housing Assistance Program between Orange County and the U.S. Department of Housing and Urban Development. G. BOCC MEETING SCHEDULE FOR 1998 The Board approved their regular meeting calendar for 1998 as presented. H. LEASE RENEWAL -SAWYER BUILDING This item was moved to the end of the Consent Agenda for separate consideration. I. BUDGET ORDINANCE AMENDMENT#4 The Board approved a Budget Ordinance amendment and grant project ordinances as attached to these minutes on pages J. HOME PROGRAM -ABBOTTS COLONY This item was moved to the end of the Consent Agenda for separate consideration. K. ZONING ORDINANCE TEXT AMENDMENTS -GOLF COURSE STANDARDS The County Commissioners approved amendments to the Zoning Ordinance to (1) provide consistency in the ordinance regarding expansion and modification of existing golf courses and (2)to establish appropriate criteria for evaluating changes to Special use Permits issued for new golf courses. These will be incorporated into the County's Zoning Ordinance. L. ZONING ORDINANCE TEXT AMENDMENT_AGRICULTURAL SERVICE DISTRICTS The County Commissioners approved amendments to the Zoning Ordinance pertaining to uses allowed in the Agricultural Service zoning district. These will be incorporated into the County's Zoning Ordinance. VOTE ON THE CONSENT AGENDA: UNANIMOUS ITEMS REMOVED FROM THE CONSENT AGENDA H. LEASE RENEWAL -SAWYER BUILDING It was clarified that the Child Support Department uses this entire space. A motion was made by Commissioner Gordon, seconded by Commissioner Carey to approve and authorize the Chair to sign the lease for the Sawyer Building located at 110 N. Churton in Hillsborough. VOTE: UNANIMOUS J. HOME PROGRAM -ABBOTTS COLONY Commissioner Brown asked that negotiations take place with Habitat for Humanity to see if they will accept these two lots for habitat housing. A motion was made by Commissioner Brown, seconded by Commissioner Halkiotis to postpone action on this item until negotiations take place with Habitat for Humanity. VOTE: UNANIMOUS
