PURPOSE: To hear a presentation and receive a report from the Triangle Land Conservancy
on wildlife habitats in Orange County.
BACKGROUND: The Board of Commissioners appropriated $10,000 as part of the FY 1995-96
budget to fund a Wildlife Habitat Study to be carried out by the Triangle Land
Conservancy(see attached "Natural Resource Preservation" goal statement).
The Wildlife Habitat Study was conducted by Steve Hall, a biologist with the NC
Natural Heritage Program, Haven Wiley, Professor of Biology at UNC-Chapel
Hill, and Live+ Ludington of the Triangle Land Conservancy. The Information
Services Division provided GIS support.
The Habitat Study is a follow-up phase of the 1988 Inventory of the Natural Areas
and Wildlife Habitats of Orange County. The project includes mapping of the
forested areas of the County to determine the extent of different forest types.
Using the most recent complete aerial photography of county (1988), the
researchers identified all areas in Orange County with predominantly hardwood
forests, mixed forests, and pine forests. Forests greater than 40 acres in size
were further divided into those that were largely undisturbed by human activities,
those slightly disturbed, and those forests that have been significantly disturbed.
Undisturbed and slightly disturbed forested areas greater than 40 acres in size are
considered "prime forests" -the most important habitat for native Orange County
wildlife. In 1988, these areas covered nearly 90,000 acres.

BACKGROUND: To determine the extent of forest disturbance since the 1988 aerial photography,
(continued) the researchers analyzed building permit issuances between 1988 and 1996. They
estimate that at least 10% of the prime habitat areas have been lost or reduced in
size in the past nine years. The remaining prime forests, together with the
significant natural areas identified in the Inventory of Natural Areas, constitute
Core Areas for wildlife habitat. The report also shows buffers and connections
between Core Areas.
The report includes several recommendations for achieving wildlife habitat
preservation goals.
RECOMMENDATION:
For information purposes only. The Wildlife Habitat Study will be incorporated
into the Natural Areas Element of the Orange County Comprehensive Plan,
which is in preparation.

NATURAL RESOURCE PRESERVATION
GOAL: REVIEW"RESOURCE PRESERVATION"AS FUNCTION WITHIN COUNTY
GOVERNMENT AND COMPLETE/DEVELOP DATA AND STANDARDS FOR
PROTECTION OF THE NATURAL ENVIRONMENT
This initiative consolidates five topics under a single goal. These items and their status include the
following:
• Consider establishing "Resource Conservation"as separate division in the Planning Department to give
this function identity and higher profile. The draft report on this topic has been distributed for
review and comment.
• A request from the Triangle Land Conservancy for funding ($10,000) to carry out a Wildlife Corridor
Study.An interim report was presented to the Board of Commissioners in February,1997.
• Completion of the Natural Areas Element of the Comprehensive Plan. This initiative is not scheduled
to begin until August,1997.
• Development of standards and approval procedures for golf courses. Proposed standards were
presented at public hearing in February, 1997 and adopted by the Board of Commissioners in
May,1997.
• Establishment of a Commission for the Environment to advise the Board of Commissioners on
matters affecting the environment. This is a new objective, added by the Commissioners as part
of its FY 1997-98 Goals and Objectives.
The items above have been discussed at Commissioners' Goals and Objectives Retreats or meetings,
recommended by citizens, and/or initiated by staff in response a specific technical study; e.g., the Natural
Areas Inventory. Their inclusion under a single goal is for the purpose of formally incorporating them into
the staff work plan.
BACKGROUND& OBJECTIVES
At its December 10, 1994 Goals & Objectives Retreat, the Board of Commissioners considered the
following items:
• Review "Resource Preservation" as separate function in County government to give it identity and
higher profile;and
• A request from the Triangle Land Conservancy for funding ($10,000)to carry out a Wildlife Corridor
Study.
Although some Commissioners felt the "preservation" function was best handled by the Planning
Department, a survey of the potential for advisory board consolidation and/or staff re-organization is
proposed.The Board responded positively to funding the Wildlife Corridor Study.
Three other elements included under this goal are:
-. Completion of the Natural Areas Element of the Comprehensive Plan;

• Development of standards and approval procedures for golf courses; and
Establishment of a Commission for the Environment.
The Natural Areas Element has been included as part of this goal, because it represents a necessary step in
incorporating the findings of the Inventory of Natural Areas and Wildlife Habitats (1988) into the
Comprehensive Plan. The data and findings from the Wildlife Corridor Study are also to be incorporated
into the Natural Areas Element. The development of golf course standards and approval procedures has
been included as part of this goal, because it has been recommended by citizens as part of the continuing
discussion of open space protection strategies.
At its December 9, 1995 Goals & Objectives Retreat, the Board of Commissioners revised one initiative to
be undertaken as part of this goal. All boards and commissions will also be reviewed to determine if
elimination, consolidation or revision of duties and responsibilities is needed. In addition, the Planning
Department is to evaluate the possibility of establishing a separate division to give"Resource Conservation"
a higher profile.
At its May 5, 1997 meeting and at a work session conducted on June 2, 1997, the Board of Commissioners
discussed the addition of one additional objective as part of this goal. Commissioner Gordon proposed the
formation of a Commission for the Environment to advise the Board of Commissioners on matters affecting
the environment,and that Commission was was established by the Board on June 16, 1997.
RESOURCE REQUIREMENTS
The Wildlife Corridor Study is being completed through a FY 1995-96 budget appropriation to the Triangle
Land Conservancy. Completion of the remaining elements of this goal will involve the following a
commitment of existing staff resources:

Planner II/Preservation Planner EVLand Use&Environment
GIS Project Coordinator Planner III/Current Planning Supervisor
Planner MJComprehensive Planning Supervisor County Engineer
Staff will compile data from time sheets concerning staff hours expended and costs associated with
completion of this goal. Monthly reports will be distributed to County Manager, Planning Board,and Board
of Commissioners outlining monthly/cumulative staff hours and costs assigned to this project.
