PURPOSE: To consider a charge to the Master Recreation and Parks Plan Work Group to
update and modify the Master Recreation and Parks Plan.
BACKGROUND: The current Orange County Master Recreation and Parks Plan was adopted in
1989.
Update of the Plan was included in the Commissioners' Goals for 1997-98. The
update was initially warranted on the basis of changing condition, and new issues
which had arisen since the Plan was first adopted. One specific issue which was
to be addressed in the update was the joint siting of park and school facilities.
A related initiative began at a September 1994 Assembly of Governments
meeting at which recreation funding equity and coordination issues were
discussed. Review of those issues ultimately resulted in several
recommendations, including a recommendation that the Master Recreation and
Parks Plan be modified to be a joint long-range capital facilities plan for Orange
County,Carrboro and Chapel Hill.
The attached chronology summarizes actions related to creating a Work Group
specific to the Plan update as a Commissioner' goal, as well as actions related to
the review initiated by the Assembly of Governments.

Also attached is a charge to the work group which revises the purpose of the Plan
as recommended by the Managers of Orange County,Carrboro and Chapel Hill.
A list of appointments to the work group is also provided. Chapel Hill has not
yet designated its appointee. It is also recommended that the University of
North Carolina be represented on the work group. If the charge is approved with
UNC representation, then staff will contact the University for designation of an
appointee.
After the charge is finalized, the work group will convene to begin work on the
Plan update.
RECOMMENDATION: The Administration recommends adoption of the attached charge,
including appointments, and revision to the purpose of the Master
Recreation and Parks Plan to be a joint long-range capital facilities plan
for Orange County, Carrboro and Chapel Hill.

Recreation&Parks staff from the municipalities and County.
12/95 A work group report,"Recreation and Parks Issues in Orange County,NC"was
finalized,and included the following recommendations:
• Standardization of recreation sections of land use ordinances across jurisdictions,
particularly with respect to the standards used to define recreation and parks

across jurisdiction boundaries;and
• Use of public/private partnerships across jurisdictions
1/96 The work group report was distributed to governmental jurisdictions.
2/96 The work group report was presented at an Assembly of Governments meeting. Staff
was requested to develop a draft plan of action to address the recommendations of the
report.
2/96 A report prepared by the Orange County Planning Department which included
proposed amendments to the recreation payment-in-lieu provisions in the
Subdivision Regulations was presented at the quarterly public hearing. Among the
recommendations contained in the report was that consideration be given to
updating the Master Recreation and Parks Plan. The rationale for this
recommendation was that the Plan was eight years old,and issues had arisen which
suggested an update was warranted. Those issues included the following:

• The relationship between existing and proposed school sites, and proposed
parks;
• The development of "small area plans" in the northern portions of Chapel Hill
and Carrboro and the impact, if any, that proposed park sites in those areas
would have on the need for "County" facilities;
• The utilization of landfill and reservoir sites, both existing and proposed, as
possible recreation sites;
• The discussion of strategies for preserving natural and cultural resources
through open space design, including the relationship of these resources to
active and passive recreational pursuits; and
• The evolution of a Parks and Recreation Advisory Board for the Town of
Hillsborough and the role the Town would play in the provision of recreational
facilities.
5/5/97 A draft Charge for a work group including the school boards and municipalities
was approved by.the Board of Commissioners. The purpose of the work group
was to prepare an update of the Orange County Master Recreation and Parks
Plan.
5/21/97 The Managers of Orange County, Carrboro and Chapel Hill presented a report to the
Board of Commissioners with a plan of action to address the recommendations of the
work group report. The plan of action included the following recommendation:
"Modify the purpose of the Orange County Recreation and Parks Master Plan
to be a joint long-range capital facility plan for Carrboro, Chapel Hill and
Orange County."
8/97 The Commissioner's goals for fiscal year 1997-98 were adopted. The goals included
modifying the purpose of the Orange County Recreation and Parks Master Plan to
be a joint capital facilities plan for Carrboro,Chapel Hill and Orange County.
9/97 A letter was sent from the Orange County Manager to the Carrboro and Chapel Hill
Managers requesting confirmation of interest in developing a joint capital facilities for
recreation and parks,and designation of appointees to work group.
9/97 A response was received from Carrboro concerning appointees to the work group.
10/21/97 A revised work group charge will be submitted to the Board of Commissioners
for adoption.

BACKGROUND
At the February, 1996 public hearing, proposed amendments to the recreation payment-in-lieu
provisions were presented. Among the recommendations contained in the report was the suggestion that
consideration be given to updating the Master Recreation and Parks Plan. The rationale for this
recommendation was that the Plan was eight years old, and issues had arisen which suggested an update
was warranted. Those issues included the following:
• The relationship between existing and proposed school sites,and proposed parks;
• The development of "small area plans"in the northern portions of Chapel Hill and Carrboro and the
impact,if any,that proposed park sites in those areas would have on the need for"County"facilities;
• The utilization of landfill and reservoir sites,both existing and proposed,as possible recreation sites;
• The discussion of strategies for preserving natural and cultural resources through open space design,
including the relationship of these resources to active and passive recreational pursuits;and
• The evolution of a Parks and Recreation Advisory Board for the Town of Hillsborough and the role
the Town would play in the provision of recreational facilities.
In September, 1994,Assembly of Governments discussed funding equity and service coordination for
recreation and park needs. A Work Group was appointed and in December 1995,finalized a report
entitled "Recreation and Parks Issues in Orange County,NC". The report included the following
recommendations:
• Standardization of recreation sections of land use ordinances across jurisdictions,particularly with
respect to the standards used to define recreation and parks requirements;
• Employment of joint siting, designing, and management of school and park sites across jurisdiction
boundaries;and
• Use of public/private partnerships across jurisdictions.

In February, 1996 the Work group report was presented to the Assembly of Governments Staff was
requested to develop a draft plan of action to address the recommendations of the report. In May,
1997, Managers of Orange County, Carrboro and Chapel Hill presented a plan of action, which
included the following recommendation, to Board of Commissioners.
"Modify the purpose of the Orange County Recreation and Parks Master
Plan to be a joint long-range capital facility plan for Carrboro, Chapel Hill
and Orange County."
The charge to the Master Recreation and Parks Plan Work Group includes updating the Plan as well
as modfying its purpose to be a joint long-range capital plan per the Managers'recommendation.
CHARGE
The charge to the Master Recreation and Parks Plan Work Group is to update and modify the
Master Recreation and Parks Plan to be a joint long-range capital facilities plan for Orange
County, Carrboro and Chapel Hill and to present the new Plan at the October 8, 1998 Joint
Planning Area public hearing. --
The update and modification of the Master Recreation and Parks Plan shall include, but not be limited
to,the following:
1) Update of inventory of recreational facilities and opportunities;
2) Update of needs assessment;
3) Development of standards used to determine recreation facility and acreage needs,and standards
for park design. Standards should be developed for use by Orange County, as well as
Hillsborough,Chapel Hill and Carrboro;
4) Utilization of joint siting, designing, and management of school and park sites across
jurisdictions;
5) Development of tangible, realistic parkland acquisition and development goals;
6) Reassessment of service area boundaries for payment in-lieu-of dedication; and
7) Reassessment of dedication provisions related to greenways in the Joint Planning Area.
The Plan update and modification shall emphasize coordination between the County and its
municipalities and school boards in determining recreation needs, targeting areas for future park sites,
and providing for the joint siting of school and park facilities.

This goal involves updating the Master Recreation&Parks Plan adopted in 1988.Issues have arisen which
suggest an update is needed, and a recent report to the Assembly of Governments cited the need for
standardization of recreation and park standards,and the siting,design,and management of school and park
sites across jurisdictional lines.As follow-up to the Assembly of Governments meeting,the Managers of
Orange County,Chapel Hill,and Carrboro presented a report to their respective governing boards
which included a recommendation that the Master Recreation&Parks Plan be modified to be a joint
long-range capital facility plan for the three jurisdictions. Related to this, the Board of
Commissioners asked staff to review the current dedication/payment in-lieu provisions to determine
if the dedication requirements were sufficient to generate needed parkland.

At about the same time,a report was presented to the Assembly of Governments by the Recreation&Parks
Work Group,a group comprised of elected officials and Recreation& Parks staff from the municipalities
and County. The report focused on"Recreation& Park Issues in Orange County"and recommended three
specific actions,including:
• Standardization of recreation sections of land use ordinances across jurisdictions, particularly with
respect to the standards used to define recreation and parks requirements;

Employment of joint siting, designing, and management of school and park sites across jurisdiction-
particularly with respect to planning all new school sites to include park facilities and existing schools
improved with such amenities where mutually beneficial; and
• Using public/private partnerships across jurisdictions.
Sabsequent to the Assembly of Governments meeting,the Managers of Orange County,Chapel Hill,
mW Carrboro presented a report to their respective governing boards which included a
reesnseendation that the Master Recreation&Parks Plan be modified to be a joint long-range capital
facility plan for the three jurisdictions. Related to this, the Board of Commissioners asked staff to
review lira current dedication/payment-in-lien provisions to determine if the dedication requirements
wars snl5cient to generate needed parkland.

Given dw above events and associated recommendations,a Plan of Action has been prepared through which
to implement the goals of updating the Master Recreation & Parks Plan and reviewing the current
dedieadon/payment in-lieu provisions.
RESOURCE REQUIREMENTS
Completion of this goal would involve the following commitment of existing County staff resources:

Given the "joint" nature of the Master Plan update, the commitment of staff resources from the
Towns of Chapel Hill and Carrboro will be sought, including staff from the Town's Planning, and
Recreation and Parks Departments.
Staff will compile data from time sheets concerning staff hours expended and costs associated with
completion of this goal. Monthly reports will be distributed to County Manager, Advisory Boards, and
Board of Commissioners outlining monthly/cumulative staff hours and costs assigned to this project.

PURPOSE: To receive the Recreation and Parks Coordination Report.
BACKGROUND: In September of 1994 the Orange County Assembly of Governments met and
discussed funding equity and service coordination issues among Orange County governmental
jurisdictions regarding Recreation and Parks needs. They recommended-that the staffs of the local
governments make recommendations to their governing bodies about opportunities for joint
planning and capital improvements; and that the two school systems be involved in the process.
From October 1994 to March 1995 a proposed process for discussing county-wide recreation and
parks services was developed, amended and finalized by staffs of the governmental jurisdictions.
In May 1995, the governing bodies approved a process and appointed representatives to a
Recreation and Parks Work Group. The charge of the Work Group was to consider how the
governing bodies can provide the best recreation and parks services to the most citizens at the least
cost.
A report of the Work Group entitled"Recreation and Parks Issues in Orange County, NC was
finalized in December of 1995 and distributed to the governmental jurisdictions in January 1996.
At the February 29, 1996 meeting of the Assembly of Governments, the report was submitted by the
Work Group. Staff was requested to bring back a drag plan of action to address the
recommendations of the report.

On February 18, 1997 County staff presented to the Board an update indicating the following tasks
has been completed:
• ensured that school systems and local governments adopted a resolution
supporting the concept of joint use, site, location and management of
recreation and parks facilities among local government agencies in Orange
County (resolutions are attached).
• met with a representative from the Institute of Government to discuss the
opportunities for joint planning, use and management of recreation
facilities and services among municipalities, county and school system.
• reviewed management and joint use agreements between other municipal
and county governments in the state.
Staff also indicated the Managers of Carrboro, Chapel Hill and Orange County would finalize a
recreation and parks coordination report by May 1997. The report is attached and includes
recommendations by the Managers for all three jurisdictions to consider.
RECOMMENDATION(S): The Manager recommends that the Board receive the report as
information, consider the recommendations made by the Managers, and to provide direction to the
Manager on implementation of these recommendations in the near future.

SUPY IARY
The attached report;prepared in outline form, represents efforts over the past several
months to meet requests from the above mentioned jurisdictions, in addition to the Town
of Hillsborough and the two school systems within Orange County. All jurisdictions
passed resolutions supporting improved delivery of recreation and park services and
combined school/park initiatives. This report addresses both needs.
BACKGROUND
The Orange County Assembly of Governments has discussed these issues twice. The
first discussion led to the creation of a Recreation and Parks Work Group that was a
mixture of elected officials, citizen advisory board members, and staff. The Work Group
developed a report entitled"Recreation and Parks Issues in Orange County,N.C.". After
this report was presented to the Assembly of Governments the Managers were asked to
provide a report on possible actions that could be implemented addressing the issues
brought forth in the initial report.. Afterwards various resolutions were adopted further
delineating the issues to be addressed by a report from the Managers. The attached report
,addresses the directives provided within the resolutions.
DISCUSSION
The demand for recreation and parks services and facilities has increased across all of
Orange County. Increasing demand for these services is the result of population growth.
It is generally accepted that financial resources within each of the jurisdictions are
inadequate to meet all demand. Therefore, the report addresses new ways to make
improvements in meeting demands. School/park recommendations are included because
not only are the facilities and sites integrally connected, but also population growth and
dependence upon the same scarce financial resources directly affect both services.
f RECOMMENDATIONS 15
That the Managers be authorized to implement the following recommendations:
• Modify the purpose of the Orange County"Master Recreation and Park Plan" to be a
joint long range capital facility plan for Carrboro, Chapel Hill, and Orange County,
intended for adoption by each jurisdiction. Adjust staffing and advisory groups as
appropriate for the broader purpose.
• Direct staff to begin planning for joint program coordination and conducting a
countywide needs assessment for recreation programming.
• Following completion of the joint long range capital facilities plan, begin identifying
1 opportunities for consolidation of programs on an incremental basis.
• Develop for consideration of the governmental and school jurisdictions a proposed
process to develop a formal plan for joint use and site selection of future school and
park sites. It is desirable that these plans lead to the adoption of a formal agreement
(similar to the one in use in Wake County) on school facility use and that such
agreements would guide all future site acquisition of school and parkland.
