BACKGROUND: At their meeting on June 30, 1997,the Board of Commissioners adopted many of the capital project ordinances needed to carry out the Capital Improvements Plan for 1997-98. The Board postponed action on the balance of the necessary project ordinances until after further discussion at the August 7, 1997 bi-monthly work session. The Board at that time approved most of the rest of the 1997-2007 CIP. The attached project ordinances will implement those funding decisions and provide the necessary appropriations for the 1997-98 fiscal year. Two sets of project ordinances for 1997-98 remain to be considered at subsequent meetings. Project ordinances related to the Strategic Automation Plan(SAP)will be prepared for the Board's consideration after the SAP Technical Review Task Force completes its review of the draft SAP and reports its recommendations to the Board in November. The other project ordinance to be brought for Board consideration in November deals with funding for emergency preparedness, specifically with enhancing the readiness of several school buildings to serve as emergency shelters. The recommended CIP for 1997-98 included$300,000 for the installation of generators at two schools~At the Board's direction, staff are examining less expensive options. County and school staffs are developing recommendations based on making two school buildings "generator ready"to serve as emergency shelters. A project of this scope would involve wiring to accommodate generators for basic lighting,heating, and kitchen cooking and refrigeration facilities at two schools. Generators would actually be leased on an as needed basis whenever actual or expected weather conditions warrant. Section 1. The project authorized provides funds to bring the Chapel Hill Carrboro City Schools system into compliance with the Americans With Disabilities Act (ADA). This project will be financed with proceeds from the Schools' portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from General Fund(1993-94) $25,000 Transfer from General Fund(1994-95) $25,000 Transfer from General Fund(1996-97) $38,150 Transfer from General Fund(1997-98) $25,000 Total Revenue $113,150 Section 4. The following amount is appropriated for this project: ADA Requirements $113,150 Section 5. This ordinance supersedes all previous Americans With Disabilities Act (ADA) Capital Project Ordinances for the Chapel Hill-Carrboro City Schools System. Section 6. This ordinance shall remain in effect from July 1, 1993 until June 30, 1998. Section 1. The project authorized establishes a reserve for planning for future capital projects in the District. This project will be financed by proceeds from the Schools' portion of the one half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project authorized will provide for system-wide renovations at Ephesus, Culbreth, Phillips, Estes Hills, Chapel Hill High, and the Transportation Center This project will be financed with proceeds from the Schools'portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from the General Fund(1997-98) $920,485 Section 4. Section 1. The project authorized establishes a reserve fund for future Chapel Hill-Carrboro City Schools capital projects. The project will be financed with proceeds from the Schools' portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project provides funds to drop the ceiling, install light fixtures, and insulate the older section of Cameron Park Elementary School. The project will be financed with proceeds from the School's portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Transfer from General Fund(1997-98) $10,000 Section 4. Section 1. The project provides funds to add storage areas, and an office for the Physical Education program at Efland Cheeks Elementary School. Section 1. The project upgrades electrical services for the schools. The project will be financed with proceeds from the School's portion of the one-half cent sales taxes. Section 2. Section 1. The project provides funds to install computer controlled energy management direct digital systems to heating and air conditioning units at most of the schools within the System. The project will be financed with proceeds from the School's portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project authorized establishes a reserve fund for future Orange County Schools capital projects. This project will be financed with proceeds from the Schools'portion of the one- half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project authorized provides for modifications and additions to improve handicapped accessibility throughout all buildings, playing fields, and parking lost on seven campuses within the District and bring these facilities into compliance with the requirements under the North Carolina Handicapped Code for Buildings and Grounds and the Americans with Disabilities Act (ADA). This project will be financed with proceeds from the Schools' portion of the one half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project provides funds to convert all cafeterias to washing/serving facilities. The project will be financed with proceeds from the School's portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project provides funds to construct a new high school for the Orange County Schools. The project will be financed with proceeds from the School's portion of the one-half cent sales taxes,proceeds from the November 1997 bond referendum, and a private placement loan. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project authorized includes the addition of a chemistry lab, two physics classrooms, a technical education center with equipment, and replacement of the main gymnasium's synthetic floor. This project will be financed with proceeds from the Schools'portion of the one half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project authorized will provide funds for energy saving/efficiency projects, such as retrofitting light fixtures and heating and cooling appliances. The project will be financed with proceeds from the County's portion of the one half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project authorized will provide for purchase of County-owned vehicles and major equipment. The project will be financed with proceeds from the County's portion of the one half cent sales taxes, appropriated fund balance from the County Capital Projects Fund, and grant funds from the North Carolina Department of Transportation.
