PURPOSE: To accept a three year grant from the US Department of Justice, Office of Community
Oriented Policing Services.
BACKGROUND: The US Department of Justice, Office of Community Oriented Policing Services
(COPSFAST) provides funding for community oriented officers in jurisdictions with populations of
less than 50,000. Since fiscal year 1995-96,the Orange County Sheriff's Department has received
two such awards. These monies have been used to partially fund three Deputy I positions. The
Department has been able to increase police presence and address crime issues in communities and
neighborhoods with the help of these positions.
Recently,the Sheriff's Department received notification of a third COPSFAST grant award. This
new grant will partially fund 6 additional full-time Deputy positions. The terms of the grant require
Orange County to provide an overall match of approximately 25%of the total three year funding.
The federal share of total salaries and benefits must decrease each year. In turn,the local share
increases each year leading to full local funding by the fourth year of the program's life. The
attached Estimated Personnel Costs spreadsheet provides the federal and County costs for each of
the COPSFAST grants. Matching funds for the current fiscal year are already included in the
Sheriff's Department General Fund operating budget.
The attached grant application indicates that there is potential in future years of additional
COPSFAST positions being awarded to Orange County. There is no guarantee that the County will
actually receive additional positions, and approval of the attached grant project ordinance does not
commit the Board to approval of any additional positions beyond the 6 for 1997-98.

RECOMMENDATION(S): The Manager recommends that the Board of Commissioners accept
the COPSFAST 3 grant and adopt the attached grant project ordinance which authorizes the
addition of 6 full-time equivalent positions in the Sheriff s Department.

. COPSFAST/3 Universal Hiring Program
Grant Project Ordinance
Project Number 11-717
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted.
Section 1. The project authorized is the COPSFAST 3 Program as awarded to the Orange County
Sheriffs Department by the US Department of Justice, Community Oriented Policing
Services. This award represents a second award from the US Department of Justice for the
community oriented policing services. The three year grant provides funding to further
enhance community oriented police efforts in jurisdictions with populations of less than
50,000.
Section 2. Under the terms of the agreement, Orange County will administer the grant as fiscal agent. The
officers of the County are hereby directed to proceed with the grant project within the grant
document,the rules and regulations of the US Department of Justice, Community Oriented
Policing Services.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental(1997-98) $150,000
Intergovernmental(1998-99) $150,000
Intergovernmental(1999-00) S150,00
Total Intergovernmental $450,000
Section 4. Approximately seventy-five percent of the total cost of this project is funded by grant funds.
The required match for this grant is included in funds appropriated in the general fund to be
transferred to this capital project. Future years' allocations are subject to Board of County
Commissioners annual appropriations.

Section 5. The following amount is appropriated for this project over the three year period:

Section 6. The finance officer is hereby directed to maintain within the grant project sufficient specific
detailed accounting records to provide the accounting to the grantor agency required by the
grant agreement and federal and state regulations.
Section 7. Funds may be advanced from the general fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 8. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 9. Positions authorized through this grant project ordinance include:

The actual classification of these six positions depends on the final review of the Personnel Department.
These positions are authorized through June 30, 2000.
Section 10. This project ordinance is in effect until June 30, 1998.

estimated amount of federal funds to be awarded to your jurisdiction for a three year
period. The grant award start date is July I, 1997,which means that you can be
reimbursed for salaries and expenses of additional officer(s) hired after this date.
`f you have not previously received a COPS Universal Hiring award,your
Universal Hiring Program budget information currently is being reviewed. Upon budget
approval,we will forward to you your Universal Hiring Program Award, budget
clearance memorandum,Grant Owner's Manual and Request for Payment form. The
memorandum*Rill provide:the actual award amount and will identify any disallowed
costs such as uniforms or overtime. Some departments also will receive COPS assistance
in developing community policing strategies. If this condition applies, a special notice
pertaining to technical assistance will be enclosed. You must sign and return it to the
COPS Office along with your grant award. To accept your grant,please sign the award
document and special condition, if applicable, and return it to the COPS Office within 45
days.
If you have previously received a COPS FAST, AHEAD,or Universal Hiring
Program,this grant award wilr supplement your previous award. Upon budget approval
for the additional officers,you will receive a supplemental grant award which will
provide your actual award amount for this announcement.
If you requested a waiver of the 25% local march, such requests are currently
under review. You will be notified whether a waiver has been granted at the time your
Universal Hiring Program Award and budget clearance memorandum are sent to you.

CONDITIONS OF SUPPLEMENTAL GRANT AWARD
1 . The funding under this Universal Hiring Program Supplemental Grant Award may
only be used for the payment of the approved salaries and benefits of those additional,
newly hired officers funded under your agency's Universal Hiring Program
Supplemental Grant Award. Unless approved in writing by the COPS Office, the
funding under this Supplemental Grant Award may not be applied to officers hired
before the Supplemental Grant Award Start Date printed on the other side. In addition,
the funding may not be used to hire officers to fill current vacancies for which local
funding is available.
2. Your agency remains subject to the same terms and conditions as were set forth in the
original FAST or AHEAD Award.
3. Your agency agrees to complete and keep on file, as appropriate, an Immigration and
Naturalization Service Employment Eligibility Verification Form {I-9). This form is to
be used by recipients.of federal funds to verify that persons are eligible to work in the
United States.
