BACKGROUND: At their most recent joint meeting on May 6, 1997, the two Boards of Education and the Board of Commissioners agreed to create a committee to consider the development of high school construction standards. Since that time,the Orange County Schools staff have taken the lead on developing information for that committee to begin work with(see attached OCS recommendations, along with space profiles for East Chapel Hill High School and a typical high school based on State Department of Public Instruction guidelines). At their September 16, 1997,the Board of Commissioners confirmed their desire to convene a High School Construction Standards Committee, comprised of two representatives from each of the three elected boards. This committee would develop a set of construction standards for high schools that would be similar in style and presentation to the construction standards approved by the Board of Commissioners in may 1996 for elementary and middle schools. The Board of Commissioners also indicated that they would like this committee to specifically consider: 1) the ability to expand a new, . high school's capacity from 1000 to 1500 students; 2) the location of any new high school; 3) energy efficiency standards and daylighting; and 4) cost control and construction management. At this meeting, the Boards may want to officially designate their representatives for the committee, and to discuss next steps in the process for developing high school construction standards. RECOMMENDATION(S): The Manager recommends that the Boards discuss, and provide direction to staff concerning the development of high school construction standards. Orange County Schools High School Standards Committee Recommendations(July 17, 1997) The Orange County Schools High School Standards Committee met on July 17, 1997 at the Central Office Board Room and came to the following recommendations for the purpose of beginning.preliminary planning for a new 9-12 high school(1000 student capa©ty)in the Orange County School System(these are purely the recommendations of the committee and have not received a review by either the Superintendent or the Orange County Board of Education*). The Committee reviewed data supplied for the square footage considerations used in planning East Chapel Hill High and data supplied by the North Carolina State Board of Education(Facilities Guidelines,January, 1997)and suggested the following: 1.) That the new Orange County High School follow the square footage assignments used in planning East Chapel Hill High as they offer a more reasonable and accommodating footprint for High School students and teachers(e.g.,State Board Guidelines recommend 750 square feet per standard classrooms--English, Math, Social Studies, and Foreign Language and East Chapel Hill High calls for 850 square feet for these same areas. The 850 makes much more sense when one calls into consideration present and future classroom demands and technology enhancements). 2.) The Vocational Courses to be offered at the New Orange County High School is currently under examination and what flexibility for cross enrollments(if any)is also under study. 3.) This planned facility would not include in its preliminary stages an auxiliary gymnasium or an athletic stadium(The school would have an athletic component with appropriate practice and game fields, but,would not have a stadium complex similar to the one at Orange High School in this initial construction phase). 4.) A minimum of 50 acres of land would be necessary to handle a 1,000 student fa©lity(State Guidelines call for 30 acres and 1 additional acre for each 100 ADM). The minimum here is a reasonable number when looking at rapidly disappearing land parcels here in the central piece of Orange County. 5.) The total square footage of the building(s)would be approximately 177,000 square feet(129,000 square feet for direct work area and 48,000 square feet for support areas equaling out to about 176 square feet per student). The High School Standards Committee will continue to meet to deal with issues of Vocational courses and suggested support areas throughout the building complex.
